RESOLUTION NO. 4131
A RESOLUTION REVISING A KALISPELL TRANSPORTATION PLAN AMENDMENT AND
BYPASS FEASIBILITY STUDY TO THE KALISPELL CITY -COUNTY MASTER PLAN.
WHEREAS, on April 7th, 1986, the City Council adopted the
Kalispell City -County Master Plan by Resolution No. 3641,
and
WHEREAS, the City Council of the City of Kalispell desires to
update the transportation element of the Master Plan, and
WHEREAS, the firm of CRSS was contracted to undertake a thorough
analysis of transportation issues within the greater
Kalispell area, and
WHEREAS, multiple public meetings on all phases of the study have
been held over the past year, and
WHEREAS, CRSS has prepared a draft transportation plan based upon
this study and the findings of the study area are as
follows:
Residential development continues to grow in
outlying areas with an increasing distance between
locations of residences and the locations of jobs
and commerce, resulting in increasing travel time
and distance.
Overall traffic volumes in Kalispell have grown
considerable over the last 10 years and are
forecast to continue to increase over next 20
years.
Idaho Street and Main Street traffic volumes exceed
21,000 vehicles per day, resulting in congested
traffic conditions through the day.
Main Street/ Idaho Street intersection traffic
exceeds its capacity during summer tourist traffic
flows and throughout the year. However, total
traffic at the intersection has increased little
over the last 10 years. Traffic continues to
increase on adjacent parallel streets as traffic
diverts to avoid the Main/Idaho intersection.
Up to 12 percent of traffic on US 93 passes through
Kalispell without making a stop; the majority of
traffic on the highway makes at least one stop in
Kalispell.

Truck traffic and large recreational vehicles
account for as much as 14 percent of total traffic
on US 93 north of Reserve, while accounting for
only five (5) percent of the total traffic on US 2
West of Springcreek Road.
Traffic and pedestrian safety are issues,
especially in outlying areas where narrow rural
designed roadways exist with no provision for
pedestrian or bicyclists.
WHEREAS, the Kalispell City -County Planning Board and Zoning
Commission, on August loth, 1993, after due and proper
notice, received public comment upon, and received and
evaluated the proposed revisions to the transportation
element of the Kalispell City --County Master Plan, and
WHEREAS, at the conclusion of said public hearing and after
consideration of the proposed revisions, the Kalispell
City -County Planning Board by resolution, pursuant to
Section 76-1-603, MCA, recommended to the City Council
and to the Flathead Board of County Commissioners that
the Kalispell City -County Mater Plan be amended through
the adoption of amended revisions to the transportation
element of the Master Plan, and
WHEREAS, the Kalispell Urban Transportation Area Technical
Advisory Committee met on August 11th, 1993 and
recommended changes to Kalispell City -County Planning
Board recommendations, and
WHEREAS, the City Council considered it advisable that they
consider the recommendations of the Kalispell City -County
Planning Board and adopted a Resolution of Intention to
Adopt, Revise or Reject a Kalispell Area Transportation
Plan and Bypass Feasibility Study Amendment to the
Kalispell City -County Master Plan (Resolution No. 4128)
and
WHEREAS, on September 20th, 1993, the City Council met and
considered Resolution No. 4128, and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL, AS FOLLOWS:
SECTION I. That pursuant to Section 76-1-604, MCA, the
City Council of the City of Kalispell hereby
adopts the "Draft" Kalispell Area
Transportation and Bypass Feasibility Study as
an amendment to the Kalispell City County
Master Plan with the following revisions:

1. Chapter 6: Major Network Improvements, Section
6.3.1 First Priority Projects should include
the following additional road segments:
a. LaSalle Drive Extension (Conrad
Drive to U.S. 2)
b. Whitefish Stage Road (Evergreen
Drive to Reserve) so as to include
all of Whitefish Stage between the
Kalispell City limits and to Reserve
Drive as a single priority.
c. Meridian Road between Idaho and US
93 North should be revised to extend
a four -lane design from Idaho to
Three Mile Drive with the three -lane
design extending to US 93.
2. Add to the discussion of Chapter 6 the
widening and improving the stretch of US 93
from the County Courthouse South to at least
Four Corners as discussed on page 64 of the
Bypass Feasibility Study. Add this stretch of
road to the list of Second Priority Projects.
3. Label the bypass route "alternative route".
SECTION II. That Chapter 7 - TRANSPORTATION of the
Kalispell City -County Master Plan is hereby
deleted in its entirety from the Kalispell
City County Master Plan.
SECTION III. That the Flathead Regional Development Office
is authorized and directed to obtain a "Final
Draft" of the Kalispell Area Transportation
Plan and Bypass Feasibility Study, with the
revisions contained in this Resolution, from
CRSS, Inc. or its successor.
SECTION IV.
This Resolution
