Award Bid - Four Mile Drive Water Transmission201 P Avenue East PO Box 1997 Kalispell, MT 59903 Phone: 406-758-7720 MEMORANDUM Date: August 26, 2019 Fax: 406-758-7831 www.kalispell.com /public works TO: Doug Russell — City Manager FROM: Keith Haskins, PE — City Engineer CC: Susie Turner, PE — Public Works Director SUBJECT: Four Mile Drive Water Transmission Main Project BACKGROUND: The Four Mile Drive Water Transmission Main Project is a planned Capital Improvement Project which will install approximately 14,300 feet of 18" C900 PVC and 800 feet of 24" HDPE (directionally drilled) water transmission main. This project also includes water valves, fittings, fire hydrants, water main connections, street reconstruction, and landscape restoration. The most recent Water Facility Plan Update completed for the City of Kalispell in 2018 identified this project as the top priority for the Upper Pressure Zone. BIDS RECEIVED: Bids were received and opened on August 22nd, 2019 at 3:00 pm. Five responsive bids were received from local contractors. Two alternatives were bid for the directionally drilled portions of the project (Alt 1: 24" HDPE; Alt 2: 18" PVC). The bids were evaluated based on the Base Bid plus the cheapest alternative. Contractor Total Bid Price Sandry Construction Company $2,085,590.00 LHC, Inc. $2,525,695.86 Downing Underground, Inc. $2,872,637.00 Western Excavating $3,111,111.00 White's Civil Contracting, LLC $3,343,798.00 Engineer's Estimate $3,714,275.00 References for Sandry Construction were contacted and interviewed. Sandry was determined to be a responsible contractor, successfully completing projects of similar size and scope in Northwest Montana. STAFF RECOMMENDATION: The City of Kalispell recommends the award of the Base Bid and Bid Alternative 1 to Sandry Construction Company in the amount of $2,085,590.00. FISCAL EFFECTS: The project will be funded by a State Revolving Fund Loan. The loan payments will be made as budgeted through the Water System Impact Fees (5211-447-430555-930). ALTERNATIVES: As suggested and approved by the City Council.
