07-22-19 City Council Work Session MinutesKALISPELL CITY COUNCIL WORK SESSION MINUTES JULY 22, 2019 View the minutes attached to the audio of the meeting at: http://kalispell.com/480/Meeting-Videos A WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00 PM ON MONDAY, JULY 22, 2019, IN THE COUNCIL CHAMBERS AT CITY HALL IN KALISPELL, MONTANA. MAYOR MARK JOHNSON PRESIDED. COUNCIL MEMBERS SANDY CARLSON, KARI GABRIEL, CHAD GRAHAM, PHIL GUIFFRIDA, TIM KLUESNER, ROD KUNTZ, WAYNE SAVERUD AND KYLE WATERMAN WERE PRESENT. Also present: City Manager Doug Russell, Planning Director Tom Jentz, Community Development Assistant Director Katharine King, and Senior Planner Jarod Nygren. Mayor Johnson called the work session to order. DISCUSSION ITEMS 1. Core Area Trail Design Russell summarized the issue, stating this is the 30% mark with regard to the design work, and noted there will be further public outreach soon. Jentz described aspects of the Trail Design's alignment, street striping and landscaping and answered questions. There was discussion regarding the RV parking proposal. In response to a question, Jentz commented that this is a project that will expand thoughts and ideas and noted the supplemental environmental impact statement is being done now on the three streets behind the mall to see if any of those can be completed. There was further discussion and Jentz answered additional questions. Public Comment Richard Morse, 403 East Center Street, asked if all of the street crossings would be raised and if delivery trucks could use the streets behind the mall if they were opened. CITY MANAGER/MAYOR/COUNCIL REPORTS Russell reminded council that July 29 is a 5th Monday and there will be no work session held, and said the next regular meeting will be August 5.
