CALL TO ORDER Mayor Mark Johnson called the meeting to order at 7 p.m. B. Emily Shilling, Public Comment Ms. Shilling of 1027 Southview Lane, spoke on behalf of the Kalico Art Center group who is interested in partnering with the city on the art that could be along the core area trail. Public Comment Three people with Americorp CCC introduced themselves and explained what projects they are working on within the community and then explained what Americorp as an organization handles. H. PUBLIC HEARING — Preliminary Budget Fiscal Year 2020 ,!a Council will accept comments regarding the preliminary budget for fiscal year 2020. Mayor Johnson opened the public hearing and public comment. 07:07:19 PM (00:07:24) Sam Nunnally, Public Comment Mr. Nunnally of 113 Indian Trail Road explained he is running for Ward II, City Council. He then spoke regarding feedback he has received after talking with people in Ward II saying he is Page 2 of 5 Kalispell City Council Agenda, July 1, 2019 hearing a lot about transportation and emergency services. He spoke regarding safety issues that have come to his attention where there is not a trail or sidewalk. He then spoke regarding budget shortfalls within the ambulance funds and the need to continue working on a resolution to that issue. Seeing no further public comment, Mayor Johnson closed public comment. L REPORTS, RECOMMENDATIONS, AND SUBSEQUENT COUNCIL ACTION Persons wishing to address the council on individual agenda items will be asked to do so following staff reports. Please see the last page of the agenda for the proper manner of addressing the council. Please limit comments to three minutes. 1. Resolution 5927. Montana Basecamn Revised Phase I Preliminary Plat and Secured Improvement Agreement a This resolution would approve a Revised Preliminary Phase I Plat for a 62-space R.V. park supported by a secured improvement agreement with the City. Senior Planner Jarod Nygren provided the staff report on this item. Questions for staff. Mayor Johnson opened public comment. Seeing none, he closed public comment. Motion and Vote to approve Resolution 5927, a resolution revising the preliminary plat of Phase 1 of Montana Basecamp, described as Tract 1 and Tract 2 of Certificate of Survey 20796 in the Southern half of the Southeast quarter of Section 29 and North half of the Northeast quarter of Section 32, Township 28 North, Range 21 West, P.M.M., Flathead County, Montana, and to approve a secured improvement agreement with Montana Basecamp. Meadows Edge Phase 1A Final Plat and Subdivision Improvement Agreement This item would approve a final plat request and a subdivision improvement agreement from WGM Group, Inc. on behalf of Meadows Edge, LLC for a 45-lot residential subdivision located on Mountain Vista Way. Motion and Vote to approve the final plat for Meadows Edge Phase 1A, and approve a related subdivision improvement agreement.
