Resolution 4052 - Wastewater Treatment Plant Change OrderRESOLUTION NO. 4052 A RESOLUTION TO ALTER AND AMEND THE PLANS AND SPECIFICATIONS OF CONTRACT WITH JOHN T. JONES CONSTRUCTION COMPANY ON KALISPELL WASTEWATER TREATMENT PLANT PROJECT. WHEREAS, the City did, on March 18, 1991, enter into a contract with John T. Jones Company of p. o. Box 1470, Fargo, North Dakota, for construction of the Kalispell Wastewater Treatment Plant; and WHEREAS, upon the advice and recommendation of Carver Engineering, Inc., who is the City's consultant and engineer on said project, certain changes and alterations of design and specifications have been found necessary and advisable and in the best interests of the City; and said changes and alterations could not have been necessarily foreseeable when the original design and specifications were prepared on this phase of the construction of the Kalispell Wastewater Treatment Plant and said changes are contained in Exhibit "A", attached hereto and are by this reference made a part hereof; and WHEREAS, it appears in the best interests of the City to approve said changes and alterations, NOW THEREFORE, pursuant to the provisions of Section 7-5- 4308(l) MCA be it hereby resolved: 1. The alterations and modifications of the specifications and plans of the contract between the City of Kalispell and John T. Jones Construction Company, dated March 5, 1992, as set out in Exhibit "A", attached hereto, are hereby approved; and 2. As soon as the price to be paid for said alterations and modifications are agreed to in writing, signed by the contractor, as hereby approved by the Council, this approval thereof shall be in effect. C3()o263.94 City of Kalispell CONTRACTOR: John T. Jones . Construction Company The following changes are hereby made to the CONTRACT DOCUMENTS: (Details and cost breakdowns attached) ITEM NO. I -- ELECTRICAL REPAIR NEAR GRAVITY THICKENER During construction of the Piping around the gravity thickener, electrical problems were encountered with the operation of the gravity thickener. The problems were found to be unassOciated with the construction, however repairs were made and Will be paid for under this change order. ITEM NO. 2 -- DAMPROOFING AND REMOTE TRANSMITTERS A request was made by the operators to coat the underside of the Prestressed planking to be located at the gravity thickener and the fermenter with Coal tar epoxy. Also, three flowmeter indicators were located in areas difficult to reach for observation. Remote reading transmitters will be wall mounted at convenient location for observation and recording. ITEM NO. 3 -- WIDEN DOOR AT FILTER AREA The door into the Filter area was designed to be 3'-0- to remove major Components which would be too small of the UV sYstem should the necessity ever arise. Although it is unlikely that this may be necessary, it is Possible. Therefore, the door was changed and widened to be 51-0-. ITEM NO. 4 — SPARE PARTS FOR SCUM BUSTER Spare parts for the scum buster to be located in the fermenter were not a part of the original contract. It is felt that these . spare Parts should be readily on hand. a ITEM NO. 5 -- OVERFLOW ROOF DRAINS Subsequent to the bid opening and award, the review by the City building official resulted in the Interpretation that the Uniform Building Code required totally separated overflow roof drains. This itern is added as a change order. ITEM NO. 6 -- DIVERSION PIPE AT REAERATION BASIN This change was requested by the City operators to allow diversion around the reaeration basin should the need ever arise to access the diffusers at he bottom of the basin. ITEM NO. 7 — ADD STAINLESS STEEL STRAPS AT REAERATION 13ASIN The City Operators have asked that the galvanized straps at the reaeration basin be replaced with stainless steel straps. ITEM NO. 8 -- BFP REMOTE PANEL REVISION Electrical component revisions are necessary at the remote Beft Filter Press panel to allow complete operation of the press and polymer feed pumps from the remote panel. The operation of the panel will be improved from that shown on the or4nal plans. ITEM NO. 9 -- DELETE LIGHTWEIGHT FILL When the domes were removed from the contract, the fill around the clarifiers was reduced. Wfth consultation from the geotechnical consultant, it was determined that the lightweight fill could be deleted from the contract and replaced with local soil material. I ITEM NO. 10 -- CHANGE FERMENTER PRV/VAC BREAKER The contract documents call for a housed PRV/VAc breaker which would prevent freezing of the valve. A frost -proof valve will be substituted and the housing deleted. ITEM NO. 11 -- ADD EARTHQUAKE TIES Lateral tension ties are required to tie the roof structure to the Precast walls. For Zone 3 lateral force requirements, the use of other fasteners are disallowed because they would induce cross -grain bending. These ties were not originally shown in the drawings. Ties are to be added at 48' centers. M 381 I I ITEM NO. 12 -- COMPUTER UPGRADE The City staff has requested that the commercial grade computer be upgraded for additional speed and capacity. These costs are reflected in the proposed change order.
