Kukulski, City Manager SUBJECT: Monthly Activity Report for FROM: James Hansz, Public Works DATE: August 9, 2002 Highlights of monthly activity for the operating divisions of the Public Works Department for the month of July 2002 are as follows: ENGINEERING DIVISION • Conducted pre -bid meetings for water system emergency generator upgrade project and water system SCADA upgrade project. • Supported a design review meeting for Meridian Road to identify solutions for installing utilities into the least possible amount of ROW. Additional ROW is needed beyond that which has already been acquired. • Conducted a pre -construction conference for the Streetscape Project. • Supported another field review of the City's proposed Urban Highway pavement maintenance projects with MDT/Helena. • Received draft 2003-2005 STIP that shows that all our proposed urban highway maintenance projects are programmed into 2003 MDT budget. • Met with developer's engineer regarding design issues for The Island subdivision. • Conducted three consultant interviews for utility rate study, conducted extensive reference checks. • Met with representatives of 3`d Ave East and 4"' Ave. East to discuss concerns about excessive traffic on those streets. • Assisted Fire Department to prepare RFQ/RFP for long range operations plan. • Conducted first of regular weekly construction progress meetings for Downtown Streetscape Project. • Completed estimates for Village Greens golf cart striping and issued work order to contractor to install striping. • Attended colored concrete installation seminar offered by material vendor for streetscape project. • Totaled quantities for Mountain View Phase I as -built. • Reviewed plans and attended MDT design meeting on Meridian Road. • Reviewed and approved construction documents for Buffalo Hills generator and water system telemetry projects. ENGINEERING DIVISION continued... • Researched multi -way stop intersection data to better understand changes in new MUTCD. • Attended pre -construction conference on DNRC sewer extension from new main installed for Home Depot. • Continued researching NPDES Phase II control measurers anticipated to be needed for City permit. OFFICE AND STAFF There were 15 emergency call -outs for the month of July: ■ Water Division - 3 ■ Sewer Division - 4 • TSS Division - 1 • Street Division - 5 • WWTP - 2 • Total - 15 CENTRAL GARAGE 85 repair orders were completed during the month of July: • Police - 20 • Streets — 16 Fire - 7 • Garbage - 13 • Others — 29 Total - 85 • Continued regular maintenance of City vehicles and machinery. • Responded to numerous road calls. • Replaced blades and deck belt on Parks' mower. • Repaired broken tow bar on Parks' aerator. • Replaced leaking vacuum door cylinder on Sewer truck. • Replaced water pump on Public Works truck. • Replaced water pump and repaired running board on ambulance. • Installed PTO pump belts and replaced blades on the chipper. • Made repairs to the sewer jet truck, replaced fuel filter and purged fuel system. • Repaired grabber arms and repaired tailgate alarm on garbage truck. • Replaced idler pulley bearings on the Elgin sweeper. • Fabricated a trailer hitch adapter for Parks Department. • Replaced broken transmission yoke and u joint on Garbage truck. • Repaired taillight wiring and beacon on Street Division's truck. • Welded cracked grabber arm on the garbage truck. SANITARY/STORM SEWER DIVISON • Continued video and jet cleaning of sewer lines Monday through Thursday. • Performed weekly maintenance of sixteen lift stations each Friday. SOLID WASTE DIVISION • Delivered 14 containers to new customers: 1-90 gallon, 10-100 gallon, 0-400 gallon, 3-300 gallon. • Repaired 2 containers and responded to 3 violations. • Continued weekly garbage service and alley cleanup. STREET DIVISION • General sweeping and maintenance of City streets and alleys. • Prepped key -ways at Bountiful Drive and 81h Avenue West. • Did patch backs at Claremont and Fairway Blvd. • Hauled crush. • Shop and equipment maintenance. • Patched Two -Mile Drive, 4tb Avenue East between 8th Street East, 9th Street East, Woodland Park, 2nd Street West between 5th Avenue West and Meridian, Claremont, Center Street West between 51h Avenue West and 1st Avenue West, and at water dig at 3`a Avenue East and 18th Street. • Put key -ways at Sullivan Drive and Begg Park Road. • Assisted the Parks Department with limb removal after wind storm 7/13/02. • Repaired trip hazard on sidewalk at 311 7th Avenue West. WATER DIVISION WATER PRODUCTION & STORAGE: • Produced 187 M gallons of water: 49 M gallons upper zone and 138 M gallons lower zone. • Injected 459 gallons of sodium hypochlorite, 12% solution to maintain an average chlorine residual of 0.29 PPM throughout the system. • Continued daily monitoring of all pump stations and routine maintenance on all pumps, motors, chlorination equipment, analyzers, grounds, buildings, controls, testing, water sampling, and record keeping. • Received a shipment of sodium hypochlorite, 1590 gallons. • Made several repairs of chlorine leaks, valves, pumps, feed lines and fittings. • Transferred chlorine to wells. • Started up Noffsinger Spring pump station. • Assisted power company with motor efficiency readings. • Power outage on July 13th shut down control system. • Repaired irrigation systems. • Installed inspection rafts in each ground storage tank. • Worked on removing brush from behind Noffsinger Spring pump station. WATER CONSTRUCTIONAND SYSTEMREPAIR: • Tagged 68 delinquent accounts on the East Side of Kalispell. • Completed 143 work orders during the month July. • Continue to work on meter replacement. • Repaired curb stop at 295 Commons Way. • 6x6 water tap at P Avenue East and 14"h Street East. • Repaired 8" valve at 3`d Avenue East and 18th Street East. • Replaced fire hydrant at 425 Sunnyview. • Repaired curb box on Claremont Street. • Repaired leak at 141 2❑d Street West. TRAFFIC SIGNS & SIGNALS DIVISON • Continued regular maintenance of signals, signs, luminaires, barricades, sight obstructions, and Airport lighting. • Signed and barricaded for the 41h of July parade. • Checked several sight obstructions and cleared. • Assembled desks and hutches for the Public Works Department. • Contacted several striping crews to get quotes for cart patch striping in Village Greens. • Replaced faulty photo cell on Beacon at City Airport. • Removed the Artists and Craftsmen Banner and put up the Hockaday Center's banner. • Reinstalled two "Stop" signs on Claremont Street due the construction. • Installed info sign for the VA Clinic. • Straightened curb stops and in stalled pole in the Valley Bank Parking lot for the Parking Commission. • Did traffic counts at 3`d Avenue EN and East Oregon Street for a Traffic Study. • Installed poles for two new "Stop" signs at 2nd Avenue West and I" Street West. • Installed two new "No Parking" signs on Sunnyview Lane just before Grandview Drive. • Coordinated with Street Division on paving closures. • Signed and barricaded Idaho & Meridian for street overlay on the north side. • Installed temporary lane markings, arrows, and cross -walk at the intersection of Idaho & Meridian. • Signed and barricaded for Arts in the Park at Depot Park, closed off Center Street from Main Street to 1 "Avenue East. • Signed and barricaded for Rod Run parade and show. • Completed line locates for Streetscape on I" Avenue East and 51h Street East. • Made signs for temporary permit parking for Streetscape. Removed old signs from lst Avenue East for Streetscape. • Drilled holes for poles and signs on Claremont Street. Installed signs. • Installed three new poles and 15 mph signs for Parks Department in Lawrence Park after the completion of the overlay. • Made new Permit Parking signs for 4th Street East by KCFW and removed the old signs. • Installed Stop signs at 2°d Avenue West and lst Street West. • Installed cross -walks at 2°d Avenue West and 1st Street West at the new four-way stops. WASTEWATER TREATMENT DIVISION • 226 Work orders were completed during the month of July. • 501 Lab tests were performed during the month of July. • 22 Loads of sludge were hauled during July. • 99,124 pounds of bio-solids were pressed. • June Discharge Report: No violations.
