A WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00 PM ON
MONDAY, JUNE 10, 2019, IN THE COUNCIL CHAMBERS AT CITY HALL IN
KALISPELL, MONTANA. MAYOR MARK JOHNSON PRESIDED. COUNCIL MEMBERS
SANDY CARLSON, KARI GABRIEL, CHAD GRAHAM, PHIL GUIFFRIDA, TIM
KLUESNER, ROD KUNTZ, WAYNE SAVERUD AND KYLE WATERMAN WERE
PRESENT.
Also present: City Manager Doug Russell, Planning Director Tom Jentz, and Senior Planner Jarod
Nygren.
Mayor Johnson called the work session to order.
DISCUSSION ITEMS
1. Kalispell Pedestrian and Bicycle Master Plan Update
Russell introduced the topic and turned the discussion over to Nygren.
Nygren began the discussion by detailing where the bike paths and trails are located throughout the
city, noting there are approximately 75 miles of road within the city that do not have sidewalks.
Nygren and Jentz answered questions.
There was discussion regarding planned development of trails.
Russell led the discussion regarding a funding mechanism by creating a trail special district, what the
assessment amount and level of service would be.
Council suggested beginning with educating the public before attempting to put a special trail district
on the ballot.
Public Comment
Tom Rygg asked some questions and commented regarding the need for education and outreach
before any further movement on sidewalks and trails.
CITY MANAGER/MAYOR/COUNCIL REPORTS
Russell remarked that the EMS subcommittee is meeting on Tuesday at 6; that next week's council
meeting will have the preliminary budget motion and the railbanking agreement for action; and the
annual budget meeting for 911 will be held at 7:00 pm on Wednesday night.
