Lapp/Decision on Zone Change & CU Permit for Pre-Release Center4-7-09 Mickey Lapp 160 Kelly Rd. Kalispell, Mt. 59901 257-6832 Kalispell Mayor & City Council Members: Following last night's meeting regarding the City Council's vote on the zone change and conditional use permit for the proposed pre-release center, allow me to pass on these thoughts: The room was filled with good, articulate, law abiding people expressing genuine concern for public safety and you LISTENED NOT. Excluding members Kluesner and Hafferman, your minds were made up prior to entering chambers. You failed to weigh ALL the facts and gather as much information as humanly possible, which is your charge as council members-your duty to those who elected you to the positions you now hold. Councilman Hafferman, was completely correct when he said the CCCS had done a poor job in public relations. That fact alone should have warranted a tabeling of the vote. How did it happen that you were set in your decision prior to hearing public comment? Who convinced you before last night's meeting? What was promised? There has to be a reason for your pre-conceived notions and that reason will most certainly be brought to light. Anytime a group that size gathers in your chambers to express concern on such an important public safety issue, at the very least they deserve to he HEARD by you the council. Let me reiterate that as a business owner in the area, I am not willing to become a silent partner in the State's Penal and Corrections system. I do not want to be a member of that club in any way, shape, or form, and shouldn't be forced against my will. This is an election year for the Kalispell City Council. What happens in November, will be a clear indication of the people's frustration of not being HEARD by the council who represents them.
