Re: Kalispell Pedestrian and Bicycle Master Plan Update
Meeting Date: June 10, 2019
BACKGROUND: The Kalispell Growth Policy identifies 5 key projects to aid in the deliverables for the
Growth Policy's recommendations. They include 1) The Core Area Plan, 2) The Downtown Plan, 3) The
South Kalispell Urban Renewal Plan, 4) The Kalispell Pedestrian and Bicycle Master Plan, and 5) the
Kalispell Transportation Plan Update. The first three plans have been adopted by the City Council. The
development of the Pedestrian and Bicycle Master Plan and the Transportation Plan Update is in progress.
As part of the process for the Pedestrian and Bicycle Master Plan, the work session will provide an update
to council regarding the overall plan update and engage a discussion regarding economic considerations
related to potential funding options and needs within the trail system.
Attached is a draft table identifying service delivery options should council elect to change its policy
related to sidewalk/trail development and associated costs attributed to the respective levels. The options
presented represent a point to begin the discussion in order to identify the respective inventory and
preliminary costs associated with pedestrian surfaces throughout Kalispell and to identify interests in
moving forward with various components of the plan.
RECOMMENDATION: Staff will present the update to council and be prepared to answer and discuss
relevant components of the materials.
