The Kalispell Fire Dept did ninety car safety seat inspections in March.
There were three tours given for sixty-three students and thirteen adults. In addition there
was two hundred twenty hours of training in sprinkler systems, ladders, truck company
operations, ventilation.

PARKS & RECREATION HIGHLIGHTS
• Tree City USA Awarded to Department for 15" year!
• Arbor Day - April 26's, 2002, two maples planted by 3rd grade classes at Hedges
School.
Arbor Day - 200 seedlings planted by Montana Conservation Corp and volunteers at
Lawrence Park.
• Spring Break Fever Camp, first week of April with largest attendance ever.

➢ Seeding, mowing and thatching of city parks, boulevards athletic fields and green
areas.

April has been a busy and fun month. Spring Break Fever Camp was held the first week of
the month, with an overwhelming response. Approximately 200 children attended the fun filled
week. The Youth Intramural Basketball League and Little Dribblers both came to a close.
Both programs were well attended, with more participants than past years.

The Lawrence Park Trail Bridge is in place, the asphalt has been installed and the trail
is progressing towards completion. The final walk through will take place in May.
Aquatic / Skate Park Facility
Pool - final design and cost pricing is taking place.

Highlights of monthly activity for the operating divisions of the Public Works
Department for the month of April 2002 are as follows:
ENGINEERING DIVISION
• Participated in meeting of State Transportation Commission in Livingston regarding
Downtown Streetscape Project.
• Continued final design of Streetscape Project.
• Held public Open House meeting at Central School for Streetscape Project.
• Continued development of FY 02 budget.
• Met with board of directors of Village County Sewer District to review procedures for
eventual turn over of their sewer facilities to the City later this year.
• Supported Chamber of Commerce TAC meeting and updated members on status of
Streetscape Project.
• Interviewed four candidates to fill vacant Associate Civil Engineer position in Public
Works.
• Prepared a comprehensive submittal to MDT for their program to maintain eligible urban
highway system roads in Kalispell.
• Met with representative of MDT regarding Urban Highway Pavement Preservation
Program submittal.
• Advertised an RFQ/RFP for performing a comprehensive rate study of City utilities.
• Received a dedication of private roadways in recently annexed Glacier Village Greens
from their HOA.
• Advertised bid for parking lot construction at old Keno Inn site and on First Avenue East.
• Advertised bid for annual sidewalk and curb construction.
• Advertised bid for FY 02 Pavement Overlay.
• Spoke with Steve Dunfee of Kalispell Golf Assn. regarding possible sewer connection.
• Spoke several times with Bonnie Lovelace of MDEQ regarding impending EPA Phase II
stone water rules and permitting requirements for the City.
• Continued discussions with MDT regarding development and timing of US 93 South
project and installation of City utilities.
• Continued discussions with Robert Peccia & Assoc. regarding design and ROW issues
on the Meridian Road project.

• Responded to numerous road calls.
• Fabricate and install mower deck lift arm and install thatcher on Parks' mower.
• Replaced broken platform bucket on Parks' new boom truck.
• Replaced diesel injection pump on Wastewater backhoe.
• Repaired shorted wiring on Elgin Sweeper.
• Started removing snow tires from City vehicles and mounting summer tires.
• Prepared vehicles and equipment for transporting to the Creston Auction.
• Repaired broken wiring to gutter broom tilt motor on Elgin Sweeper.
• Replaced alternator on Mobile sweeper.
• Repaired deluge gun pipe on the fire truck.
• Replace blades on Parks' Dept. chipper.
• Repaired hoist motor and repaired wiring on Parks' Department Flatbed truck.
• Repaired throttle control unit on Elgin Sweeper.
• Repaired gutter broom motor on Elgin Sweeper.
• Replaced blown hydraulic seal on the Tennant Sweeper.
SANITARY/STORM SEWER DIVISON
• Continued video and jet cleaning of sewer lines Monday through Thursday.
• Performed weekly maintenance of sixteen lift stations each Friday.
SOLID WASTE DIVISION
• Delivered 17 containers to new customers: 0-90 gallon, 12-100 gallon, 1-400 gallon,
4 -300 gallon.
• Repaired 3 containers and responded to 4 violations.
• Continued weekly garbage service and alley cleanup.
STREET DIVISION
• General sweeping and maintenance of City streets and alleys.
• Performed various shop maintenance and equipment maintenance.
• Cold mix patching ongoing.
• Patched 0' Street West & Ist Avenue West.
• Cutout 4ch Avenue East between 5"' & 6th Streets East, 8th Street West & lst Avenue
County Loop, and 4th Avenue East and 13th Street East.
• Patch back for County.
WATER DIVISION
WATER PRODUCTION & STORAGE:
• Produced 72 M gallons of water: 14 M gallons upper zone and 58 M gallons lower zone.
• Injected 183 gallons of sodium hypochlorite, 12% solution to maintain an average
chlorine residual of 0.30 PPM throughout the system.
• Continued daily monitoring of all pump stations and routine maintenance on all pumps,
motors, chlorination equipment, analyzers, grounds, buildings, controls, testing, water
sampling, and record keeping.
• Repaired chlorine leak at the Grandview Well.
• Cut and removed brush from hillside behind Noffsinger Spring Box.
• Worked on Armory Well motor contacts and ordered parts.
• Installed new printer at Buffalo Hill Control Center.
• Flow tested hydrants.
• Cleaned yard and filled holes in yard with black dirt.
• Replaced batteries in UPS System.
WATER CONSTRUCTIONAND SYSTEMREPAIR:
• Tagged 58 delinquent accounts on the West Side of Kalispell.
• Completed 148 work orders during the month April.
• Continue to work on meter replacement.
• Dug & repaired 8" bell joint at Buffalo Hill Well.
• Dug for a leak at 1st Avenue West & 4"' Street West — no leak found.
• 6 x'/4" tap at 420 1st Avenue WN.
• Repaired 2" service line at Pro Clean Car Wash.
• 6x3/4" tap at Big Sky Properties.
TRAFFIC SIGNS & SIGNALS DIVISON
• Continued regular maintenance of signals, signs, luminaires, barricades, sight
obstructions, and Airport lighting.
• Replaced numerous signs and poles due to April snow storm.
• Prepared, gathered, and hauled equipment and miscellaneous materials for the Creston
Auction.
• Took pictures of the installed new antenna on the water tower.
• Installed sign behind Lutheran Home.
• Repaired spare BPS head, bad starting solenoid.
• Repaired downed signs on Sunny View Lane by the hospital.
• Trouble shot problems with service to luminaries on Main Street.
• Removed banner from Hwy 93 South.
• Replaced various faded and missing signs.
• Installed new pole for sign in Lawrence Park for road closure.
• Repaired County flasher at West Valley Drive and West Reserve Drive.
• Built new sign for Airport Road for "Welcome to City of Kalispell' sign.
• Repaired numerous sign bases on west side of Kalispell.
WASTEWATER TREATMENT DIVISION
• 211 Work orders were completed during the month of April.
• 460 Lab tests were performed during the month of April.
• 28 Loads of sludge were hauled during April.
• 122,256 pounds of bio-solids were pressed.
• March Discharge Report: No violations. Total flow was 78.6 million gallons; the
average daily flow was 2.5 million gallons.
