BACKGROUND: Staggered terms on the various City of Kalispell citizen advisory boards and
committees will expire April 30, 2019. Several boards also have ongoing vacancies. Notice of
board openings was provided to the public through the city website, social and press media
outlets. All applicants, whether reapplying or new, were asked to fill out an online, fillable
application form.
The Mayor, with the consent and advice of the Council shall make board appointments. Please see
the following board list, with hyperlinks to each board's webpage. Please refer to the webpage for
descriptions regarding the purpose, membership requirements and term lengths of the individual
boards, and their current board members. Membership requirements have been verified for all
applicants. Staff will continue to recruit and accept applications throughout the year for all boards
and committees who have ongoing vacancies or positions that are not appointed by the Mayor at
this time.
Architectural Review Committee — Four-year, staggered term limits were recently added to the
zoning regulations for the Architectural Review Committee. Two members have resigned. Three
new applicants have applied. Current members and new applicants need to be assigned term
limits. Term limits listed are recommendations by the current Committee members.

recommendations and confirm the appointments.
ALTERNATIVES: Mayor Johnson offer recommendations for each board separately, followed
by individual council motions to accept the recommendation and confirm the appointments. If the
Mayor's recommendation is rejected by the majority of council, "the Mayor shall entertain a
motion from any other council member recommending another applicant for the position..."

To whom it may concern:
I am interested in serving on the Impact Fee Committee for a variety of reasons. My primary
goal is to hopefully amend the current public works regulations to allow for decreased impact
fees that are proportional to actual impact. MCA 7-6-1602 states:
(7) An impact fee must meet the following requirements:
(A) The amount of the impact fee must be reasonably related to and
reasonably attributable to the development's share of the cost of infrastructure
improvements made necessary by the new development.
(B) The impact fees imposed may not exceed a proportionate share of the
costs incurred or to be incurred by the governmental entity in accommodating the
development.
Given what I've experienced from my interactions with the Public Works department, my
interpretation of 'reasonable' differs substantially with that of Public Works. Hopefully, by
assisting in the improvement of the regulations and implementation of impact fees, developers
will be more incentivized to build using more water efficient equipment.
A bit of background: I attended Stanford University for my B.S. and M.S. in Mechanical
Engineering. I've spent the last 3 yrs learning how to navigate national building codes and local
zoning regulations, how to select energy efficient equipment and minimize building materials
waste, and overall what it takes to make truly affordable housing. I am extremely objective in
my decision -making process. I feel numbers and analysis must drive evidence -based decisions
and policy. I am heavily biased towards making decisions that are deemed best for the long
term. I highly value radical truthfulness and radical transparency in all my interactions and
communication.
I am also a licensed Flathead County Septic Installer (#140), thus thoroughly understand
wastewater related issues. I am licensed not because I install systems for a living, but because
I'm good at taking tests and prefer to fully understand the regulations I am legally bound by.
I've plumbed my own tiny home and installed my own tiny septic system. Just out of curiosity,
I've collected detailed water consumption data on my family and tested our wastewater
strength. I have a working knowledge of DEQ's various regulatory documents. Lastly, I've
collaborated on water -related studies with several teams of Stanford graduate students.
I am motivated to join the Impact Fee Committee because I want to build within Kalispell, yet I
currently deem the present administering of the regulations to adversely and unfairly affect
developers and builders who seek to lower the amount of wastewater their structures generate.
The changes I want to try to implement are not of my own creation - I simply look at what has
been done and what is measured to be better - and strive for that goal. Following are several
pieces of information that motivate me to hopefully bring change to Kalispell's current system.
In a PhD dissertation titled, Evaluation of Conventional and Alternative Sanitation Technologies
using the Life Cycle Assessment approach, "Standard sanitation technology (Scenario 1) was
compared with the following alternative technologies: high efficiency toilets flushed with
potable water (Scenario 2), standard toilets flushed with rainwater (Scenario 3), high efficiency
toilets flushed with rainwater (Scenario 4), and composting toilets (Scenario 5). [pg. iv] "Except
for the use of rainwater in conventional toilets, all scenarios were found to be beneficial to
replace the current sanitation system." [pg. 174]
In addition to the above, the following is a table that puts into perspective many different
metrics that influence water and wastewater policy.

The improved water efficiency of clothes washers and toilets accounts for most of the
decreases in indoor use. " [page 8]
Figure 7, titled, "Indoor average gallons per capita per day", also states that High -
Efficiency Studies show a value of 36.7 gpcd.
[5] 1 personally collected water use data using a high accuracy Sonata Ultrasonic Meter. I
tracked my family's 4 bedroom, 3 bathroom, (average of 4 occupants), Single Family
Residence for 8 months. The house was built in 2007 and employed no special water saving
measures or equipment.
What the above chart shows is that the city and county calculation values are disproportionally
larger (2x-3x) than a very reputable and extensive study. (by far more reputable and extensive
than any study the city or county could have paid for, in my opinion). What's more is that the
2016 Residential End Uses of Water Version 2 Executive Resort also utilized the vast amount
of data it collected to generate end use prediction equations. For the major water consumers -
toilet, shower, and faucet - the R^2 values were all above 0.9. This means the equations
generated can predict water usage with very high confidence. A presentation titled, "A Fixture
and Occupancy Based Method for Estimating the End Uses of Water" elaborates on this
modeling methodology.
I find the 2016 study and the related presentation to be very inspiring, as they prove that not
only is less water used on average than what the county or city assume, but that consumption
can be modeled with confidence in advance - therefore paving the way for resource -conscious
developers to prove to the city (or county) that their development deserves a reduced impact
fee.
I want our city's water and wastewater systems and their implantation to be evidenced based -
but more importantly, based on up to date evidence. Given that such evidence already exists, I
would like to help bring the city's regulations up to speed. This could possibly take a form
similar to the county - both sets of county regulations provide for reduced septic system sizes
below the common minimum required for a 3 bedroom dwelling.

"A reduction in absorption system sizing may be allowed on a case -by -case basis as
supported by documentation and justification submitted by the manufacturer to the
Department for approval."

"As an alternative to the flows listed in the tables, design flow may be based on actual
water use data from similar facilities. Because this water use data will typically be
monthly averages, the peak design flow must be a minimum of 1.5 times the average
flow. System components may be added (or enlarged) to address peak flows to allow
drainfields to be sized based on average flow."
I've used these particular regulations to install a very small septic field for my own Tiny Home.
I'm hoping Kalispell Public Works could adopt a provision such as the above to allow for
reduced impact fees.
As stated at the beginning, my goal is to amend the regulations to allow for decreased impact
fees that are proportional to the actual impact for those of us who care to make the effort to
conserve resources. Becoming a member of the impact fee committee will not only hopefully
help my goals for affordable resource efficient housing, but all other developers who share my
passion for making housing that is both good for its people and the earth.
