Mayoral Proclamation - Arbor Day Celebration a This item proclaims April 26, 2019, as Arbor Day and encourages all citizens to participate in appropriate activities and take advantage of the benefits of the parks and other natural areas in our community. Public Comment Council President Graham opened public comment. Jim Atkinson spoke regarding supporting Central School during the budget sessions as they are requesting money for their boiler. Council President Graham closed public comment. Motion and Vote to approve the consent agenda as presented. Guiffrida and Mayor Johnson absent. President Council Graham read aloud the Arbor Day Celebration Mayoral Proclamation. M G. COMMITTEE REPORT — Tree City USA Certification — Street/Tree Committee " a Tony Nelson with the Street/Tree Committee provided a report on the management of the urban forest. He explained that this is the 26a' year that the City of Kalispell has received the Tree Growth Award in addition to the Tree City USA Certification. He provided information about the tasks accomplished by the urban forestry division and the events that have been sponsored by Page 2 of 6 Kalispell City Council Minutes, April 15, 2019 the Street/Tree Committee and the Parks and Recreation Department. He also spoke regarding insects of concern for the urban forest. Mr. Nelson invited the public to the Arbor Day Celebration on April 26, 2019. 07:14:26 PM (00:14:54) Ali Ulwelling, Forestry Assistant Specialist for the Montana Department of Natural Resources and Conservation explained that the DNRC has made a commitment to urban forestry programs and explaining why. She presented the Tree City USA Award to the City. The City of Kalispell has received the Tree Growth Award longer than any other city in the state of Montana. Council President Graham thanked the Committee and the Forestry Division for the work that they do. H. L PUBLIC HEARINGS Wastewater Treatment Plant Facility Plan Update a Council will accept comments regarding the Council's intent to consider an update to the wastewater treatment plant facility plan. Council President Graham opened the public hearing and called for public comment. Seeing none, he closed public comment. W 2. Isackson Growth Policy Map Amendment Public Hearinga Council will accept comments regarding Council's intent to consider a growth policy amendment requesting a change from "Urban Residential" to "Urban Mixed Use" on 5.79 acres adjacent to 1151 N. Meridian Road. This public hearing will be continued to May 6, 2019. Council President Graham opened the public hearing and called for public comment. Seeing none, he continued the public hearing to May 6, 2019. 3. Majestic and Fricke Growth Policy Map Amendment Public Hearing a Council will accept comments regarding Council's intent to consider amending the growth policy future land use map boundary north by approximately 240- acres located at the northwest and northeast corners of the intersection of Church Drive and U.S. 93 North and designating future land uses. Brigbtview Subdivision, Phase 2 Final Plat, and Subdivision Improvement Agreement a This item considers a request from Jackola Engineering on behalf of Montana Department of Natural Resources for final plat and improvement agreement approval for a 13-lot commercial subdivision located on Timberwolf Parkway. CITY MANAGER, COUNCIL, AND MAYOR REPORTS (No Action) City Manager Doug Russell provided the following report: • City Manager Russell provided a legislative session update. • Upcoming meetings: Work Session next week — Forestry Ordinance • Mr. Russell asked whether the Council would be interested in hearing from the school district regarding their upcoming levy. Council would decline. • May — reminder of Budget meetings May 13, 14, 15 • May work session: Sidewalks and Trails Discussion 07:38:01 PM (00:38:2 Council member Waterman asked about the possibility of having a work session regarding downtown parking lots and garages.
