A WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00 PM ON
MONDAY, APRIL 22, 2019, IN THE COUNCIL CHAMBERS AT CITY HALL IN
KALISPELL, MONTANA. MAYOR MARK JOHNSON PRESIDED. COUNCIL MEMBERS
SANDY CARLSON, KARI GABRIEL, CHAD GRAHAM, PHIL GUIFFRIDA, TIM
KLUESNER, ROD KUNTZ, WAYNE SAVERUD AND KYLE WATERMAN WERE
PRESENT.
Also present: City Manager Doug Russell, Planning Director Tom Jentz, Senior Planner Jarod
Nygren, and Parks Director Chad Fincher.
Mayor Johnson called the work session to order.
DISCUSSION ITEMS
1. General Review of Downtown Plan Parking Components
Russell noted that this item is in response to a request by council for a review of the recently updated
downtown parking changes and turned the discussion over to Nygren.
Nygren briefly explained the revisions to the existing parking plan, noting a number of new spots
have been picked up, and stated that staff will be repainting the "No Parking" corners this spring.
Jentz and Nygren answered questions.
There was discussion regarding what other parking options are available.
Staff was directed to come up with a draft policy for the disposal and redevelopment of vacant land,
specifically parking lots.
It was noted than any entity that receives land must be for -profit and be able to contribute to the TIF
by paying taxes.

2. Forestry Ordinance Discussion
Russell reminded council about the Forestry ordinance discussion that was held a few months ago
and turned the presentation over to Fincher.

Fincher described the amendments to the draft ordinance and the rationales for the changes,
emphasizing the best management practices for protecting trees.
There was discussion and Fincher answered questions.
Fincher described the process for attaining a free electronic Tree Permit, including for any work done
by Public Works.
Russell noted that the new version of the ordinance addressed a lot of council's concerns and he will
bring it forward shortly for council action.
Public Comment
Andrea Davidson, Street Tree Commission, stated that she was involved in the ordinance process
and noted they will do "anything to protect the trees".
CITY MANAGER/MAYOR/COUNCIL REPORTS
Russell remarked that this is a 5th Monday month so there will be no meeting held next week; the
budget work sessions will be held on May 13-15; and the next regular work session on June 10 could
potentially regard sidewalks and trails and he will send out information in advance regarding any
potential assessment. He also noted that Whitefish is leading the negotiations with the 911 center at
this time.
