Subject: Storm Drainage and Street Assessments — Follow -
As requested by the City Council during the work session, I have reviewed the
assessment options and considered a one acre size cap for properties in category 2, residential
property. The attached four tables show the result of this review. Calculations are revenue
neutral.
Listed in Table 1 is the same basic storm data reviewed during the work session that
reflected caps of 2 acres for vacant land and one-half acre for residential. It also includes data for
a one acre cap on residential property. Listed in Table 2 is the original street data and an
additional set for residential parcels size capped at one acre.
Table 1 A (with 2 acre and one-half acre size caps on vacant and residential property), is a
new table that shows the impacts of these revised rates on four parcels randomly selected from
categories 3 and 4, the commercial designations. Table 2A does the same when size caps of 2
acres and one acre are selected for vacant and residential property. In both tables the parcels
compared are the same.

SUBJECT: Assessments in Glacier Village Greens
MEETING DATE: April 8, 2002
BACKGROUND: During the community meetings preceding the annexation of Glacier Village Greens there was
considerable discussion of the impact of City assessments on the properties to be annexed. The City Manager
pointed out that the plats require proportioning parkland in each phase equally to the lots in that phase. The example
that was reported to the Council October 11, 2000, and discussed in previous homeowner meetings, was based on
the currant average homeowner parkland area of 3,050 square feet per lot which would be added to an average lot
size of 6,500 square feet. In preparing the current year assessment roll it is clear that some property owners will be
affected to a much greater degree than will their neighbors. Some phases have no homeowner parkland; others have
a large amount. While the current average is still 3,050 square feet, lots in phase IV will be assessed an additional
11,395, square feet, and lots in phase VIII will be assessed nothing extra. We see this as a problem when viewed in
the context of pre -annexation discussions. Annexation was presented to the residents as having a certain financial
impact. This will not be the case. It will vary greatly between property owners with essentially the same size parcel.
With the City Council presently considering other assessment changes, we believe Glacier Village Greens
assessments for homeowner parkland should be set at the average amount, currently 3,050 square feet. This may
change as new phases are constructed. This action will provide the desired equity and not lead to justifiable
dissatisfaction when assessments are received.
Staff recommends setting assessments in Glacier Village Greens for homeowner parkland
at the average amount (currently 3,050 square feet) per residential lot.
ACTION REQUESTED: AT CITY COUNCIL MEETING OF APRIL 15 - MOTION APPROVING
RESOLUTION 30M SETTING SPECIAL ASSESSMENT QUANTITIES FOR HOMEOWNER
PARKLAND IN GLACIER VILLAGE GREENS TO ENSURE EQUITY BETWEEN PARCELS AND
CONSISTENCY WITH PRE -ANNEXATION COMhIITTMENTS.
FISCAL EFFECTS: No adverse impacts identified.
ALTERNATIVES: As recommended by the City Council.
