Mayoral Proclamation - Arbor Day Celebration This item proclaims April 26, 2019, as Arbor Day and encourages all citizens to participate in appropriate activities and take advantage of the benefits of the parks and other natural areas in our community. Wastewater Treatment Plant Facili , Plan Update Council will accept comments regarding the Council's intent to consider an update to the wastewater treatment plant facility plan. 2. Isackson Growth Policy Map Amendment Public Hearing Council will accept comments regarding Council's intent to consider a growth Page 1 of 3 Kalispell City Council Agenda, April 15, 2019 policy amendment requesting a change from "Urban Residential" to "Urban Mixed Use" on 5.79 acres adjacent to 1151 N. Meridian Road. This public hearing will be opened and continued to May 6, 2019. 3. Maiestic and Fricke Growth Policv Man Amendment Public Hearin Council will accept comments regarding Council's intent to consider amending the growth policy future land use map boundary north by approximately 240- acres located at the northwest and northeast corners of the intersection of Church Drive and U.S. 93 North and designating future land uses. This public hearing will be opened and continued to May 6, 2019. L REPORTS, RECOMMENDATIONS, AND SUBSEQUENT COUNCIL ACTION Persons wishing to address the council on individual agenda items will be asked to do so following staff reports. Brightview Subdivision, Phase 2 Final Plat, and Subdivision Improvement Agreement This item considers a request from Jackola Engineering on behalf of Montana Department of Natural Resources for final plat and improvement agreement approval for a 13-lot commercial subdivision located on Timberwolf Parkway. 2. Resolution 5917, Revisions to the City of Kalispell Personnel Policy Handbook This resolution would adopt revisions to the City of Kalispell personnel policy handbook. 3. Fairway Boulevard Deed of Dedication This item considers accepting a deed of dedication from the Fairway Boulevard Townhouses Homeowners Association Inc. for Fairway Boulevard. J. ADMINISTRATIVE CODE Adopted July 1,1991 Section 2-20 Manner of Addressing Council a. Each person not a Council member shall address the Council, at the time designated in the agenda or as directed by the Council, by stepping to the podium or microphone, giving that person's name and address in an audible tone of voice for the record, and unless further time is granted by the Council, shall limit the address to the Council to three minutes. b. All remarks shall be addressed to the Council as a body and not to any member of the Council or Staff. C. No person, other than the Council and the person having the floor, shall be permitted to enter into any discussion either directly or through a member of the Council, without the permission of the Presiding Officer. d. No question shall be asked of individuals except through the Presiding Officer.
