The regular meeting of the Kalispell City Planning Board and Zoning Commission will be held on Tuesday,
August 9, 2011 beginning at 6:00 p.m.* in the Kalispell City Council Chambers, Kalispell City Hall, 201 Is'
Avenue East, Kalispell, Montana. *PLEASE NOTE THE TIME OF THE MEETING HAS BEEN CHANGED
TO 6:00 P.M. FOR THE SUMMER*
The Agenda for the meeting will be:
A. Call to Order and Roll Call
B. Election of Officers
C. Approval of Minutes of June 14, 2011.
D. Hear the Public — The public may comment on any matter on the agenda or not on the agenda, except the public
hearing items listed immediately below. (Comments are typically held to 3 minutes or less.)
E. Public Hearing:
In addition, the Kalispell City Planning Board and Zoning Commission will hold a public hearing on the
following agenda item. Following the hearing and board discussion, the board may make its recommendations
to the Kalispell City Council for final action:
1. A request by the Kalispell Planning Department to update the Kalispell Subdivision Regulations. The update
includes amendments to make the subdivision regulations current with state law and a significant "re -write" of
chapter 3, Design Standards. The major updates to chapter 3 have included the following:
• Create a standard minimum setback to wetlands, streams and rivers;
• Address the transfer of water rights to the city;
• Establish acceptable forms of highway sound mitigation for residential development;
• Require a geotechnical review with the preliminary plat application unless waived;
• Update the streets section including requiring connectivity, street calming measures and new street
design; standards which will accommodate in -fill development, and
• Redefine land deemed acceptable for parkland.
2. A request by the City of Kalispell to update the Kalispell Zoning Ordinance. As part of a continuing
effort to make the ordinance user-friendly and current with changes in state law, staff, in conjunction with the
Kalispell City Planning Board and Zoning Commission, has compiled a short list of minor amendments for
review. The amendments include:
• Update zoning map amendment criteria to reflect current state law;
• Adjusting light intensity standards for electronic reader boards;
• Clarify maximum size of accessory structures;
• Change the approval process for group homes (8 or fewer persons); and
• Provide for temporary signs on the sidewalk on Main Street between Center Street and 51h Street.
