Background: An independent job evaluation study was completed for the Assistant City Engineer
and the new position of Associate Civil Engineer. The same point factor evaluation
system was used that was developed by Long Associates. The results that were reached
by each committee member were then compiled to determine where the position should
be on the "Pay And Classification Plan" for the City. The third change of Assistant
Chief/Fire Marshal was unanimously approved by Council at the February 4`s, 2002
Council Meeting and also point factored to determine where the new position should
be placed. The other changes, Design Tech/Project Manager to Project Manager and
Administrative Coordinator are title changes only and do not have any budgetary
impact.
As part of the annual matrix revision all of the ranges have been moved upwards by
4.7 %, however, May 1, 2000 is the last time it was adjusted. We did not change this
last year. This does not give anyone a raise but keeps the matrix current and would
affect the entry level salary for new hires. On the high end it gives the city manager the
ability to offer a merit raise, based on evaluations, to those staff who are at the top of
their range due to longevity or compression. Please see attached memo for further
information.
RECOMMENDATION: Pass Ordinance 1413 on first reading.
FISCAL EFFECTS: Adoption of the Ordinance itself does not have a fiscal effect.
ALTERNATIVES: As suggested by Council.

Attached is a copy of the results that were reached by Jim Hansz, Joni Emrick and myself. We each conducted an
independent job analysis of the Associate Civil Engineer position description. Then we met on February 6, 2002 to discuss
our results. Except for one or two areas, all three of us had the same totals in the category. The job description was the
only information used to determine our results, since this is a new position. I did not feel anyone could answer the job
questionnaire. The total points puts this new position in the 107 pay grade with a salary range of $30,734 - $40,877. This
is also comparable to similar positions in this field. It is the recommendation of the committee that we add this to our "Pay
And Classification Plan" for the City.
As you know we also conducted another job analysis of the Assistant City Engineer position using similar methods. You,
Amy Robertson and myself point factored this position. The current job description was used as well as the job
questionnaire that was filled out by the current employee in that position. After reviewing our results, the Assistant City
Engineer should be placed in the 113 pay grade which is the same classification and pay range as the Assistant Police
Chief, Assistant Fire Chief and Assistant Attorney. It is the recommendation that we move the Assistant City Engineer
from 111 pay grade to 113 pay grade.
The new position of Assistant Chief/Fire Marshal was point factored by a team of three. We initially did the job analysis
independently and then met to determine the results on February 27, 2002. The total points consistently show that the
Assistant Chief/Fire Marshal should be placed in the pay grade of 113. This position was unanimously approved by the
Council on February 4, 2002.
Mr. Hansz has also requested that the title of Design Tech/Project Manager be changed to Project Manager. I see no
reason why this couldn't be changed, since we are not changing anything other than the job title. I would like to
recommend that we make this change.
The final recommendation is that we delete the Public Works portion of the title on the Administrative Coordinator
position. With the City's continual ongoing changes, we will be utilizing this title in other departments.
We also need to revise the matrix pay range for the non -union employees. This has not been done since May 1, 2000.
I have researched last years and this years C.P.I. and feel that a 4.7% increase should be considered. As we discussed we
are looking into having a consulting firm re-evaluate our current matrix. This pay evaluation system was initially put into
place by Long Associates, the firm we hired in 1991 (10+ years ago) and it really should be re-evaluated. We have
employees that are close to the high end of the salary range and to simply move the whole range by a % does not help this
situation, only acts as a temporary fix.
Please see the attached Pay And Classification Plan with the proposed revisions in bold and italics. If this is approved,
we will need to do a new salary ordinance showing the revisions to be presented and approved by Council. Please let me

ORDINANCE NO. 1413
AN ORDINANCE AMENDING ORDINANCE NO. 1389, FIXING THE LIMITS OF THE
SALARY AND COMPENSATION OF THE CITY OFFICIALS, SUPERVISORS, AND
EMPLOYEES PURSUANT TO TITLE 7, CHAPTER 4, PART 42, M.C.A., COMMENCING
ON THE DATES INDICATED HEREIN, AND REPEALING ALL OTHER ORDINANCES
IN CONFLICT THEREWITH.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL, AS FOLLOWS:
SECTION I. The salaries and compensation of City Elected Officers for the period
beginning January 1, 2002, are hereby established as set out in §I on Exhibit "A",
attached hereto and which, by this reference, is made a part hereof. Appropriations
shall be made to pay same when due.
SECTION II. The salaries and compensation ranges of City Appointed Officers,
Supervisors, and Employees for the period beginning July 1, 2002, are hereby
established as set out in §§ II on Exhibit "A", attached hereto and which, by this
reference, is made a part hereof. Appropriations shall be made to pay same when
due.
SECTION III. Longevity increments and medical insurance premiums shall be paid
as provided by law, contract or as directed by the City Council. The annual service
anniversary date for all Employees is July I st of each year; however, an Employee
must have at least six months continuous employment by the City before being
considered to have one year longevity.
SECTION IV. This Ordinance shall be in full force and effect as regularly provided
by law; salaries and compensation provided for under Sections III through VI shall
be paid commencing as designated in the respective sections.
SECTION V. All prior salary and compensation ordinances of the City and any
ordinance or parts of ordinances in conflict herewith are hereby repealed.
PASSED AND APPROVED BY THE CITY COUNCIL OF KALISPELL AND SIGNED BY THE
MAYOR THIS _ DAY OF MARCH, 2002.
