The winter season is upon us, bringing a lot of activity to the Parks and Recreation
Department and keeping us busy. There has been an excellent response to many of the
programs and activities. The weather has cooperated, allowing for a good response to ice
skating lessons at Woodland Park, great senior outings; both cross country skiing and
snow shoeing and excellent turnouts on Blacktail Women's Wednesday. In addition, the
photography classes, dance lessons and Downtown De -Stress days have been popular
indoor activities.

• The Lawrence Park TR Phase II Trail construction continued with the
delivery of the bridge. Work will continue throughout the winter as
weather permits. Project should be completed by May 1, 2002.

SUBJECT: Monthly Activity Report for January 2002

Highlights of monthly activity for the operating divisions of the Public Works
Department for the month of January 2002 are as follows:
ENGINEERING DIVISION
• Participated with other local agencies in a meeting with MDT in Helena to discuss issues
related to local certification of Federal Aid construction on Urban Highway System.
• Met several times with representatives of Wolford Development to discuss issues related
to Glacier Mall.
• Continued biweekly meetings of Streetscape Project Citizen Advisory Committee to
review and resolve design issues for project.
• Met with representatives of Hawthorne West to discuss water metering problem.
• Held first of two planned public meetings at Central School on Streetscape Project.
• Continued coordination with MDEQ regarding joint project to perform source water
assessments of local area water supply systems.
• Continued development of amendment to Facility Planning contract for detailed
engineering to expand WWTP.
• Met with Councilman Hafferman (staff requested) to better understand his concerns and
expectations regarding the proposed utility rate study. There appear to be several areas of
agreement and others where there are philosophical and technical differences of opinion.
• Met with representatives of Evergreen Water & Sewer to discuss their request for dialog
on the possibility of obtaining additional wastewater treatment service capacity.
• Prepared a response to Montana Reserve Water Rights Compact Commission regarding
Flathead Basin water rights negotiations with S&K tribe.
• Toured experimental facilities at King County Washington WWTP to obtain first-hand
data on six new technologies available to treat wastewater to the higher standards that
would be required if MDEQ revises City discharge permit.
• Met with the developer and his representatives to discuss extending City utilities to their
development located at the northeast corner of West Reserve and Stillwater Road.
• Continue plotting 2001 utility update quarter section pages for the big books.
• Began field GPS surveys of City wide control points for mapping expansion and future
photo flights upon completion of Hwy 93 South.
• Research/locate/mark property pins on east side of airport (Red Eagle Aviation) to assist
Parks Department.
ENGINEERING DIVISION continued...
• Assisted local surveyor with boundary location on south side of City shop property.
• Responded to miscellaneous easement, right-of-way and survey questions.
• Began 2002 boundary and amtexation updates for U.S. Census Bureau.
• Continue easement location project with help of FVCC surveying student.

• Continued regular maintenance of City vehicles and machinery.
• Responded to numerous road calls.
• Repaired deluge gun on Fire engine.
• Repaired pump packing, drains, intake and discharge ports on Fire truck.
• Replaced computer module, hydraulic hose, curtain, and engine computer on Elgin
sweeper.
• Repaired auto lube system on the garbage truck.
• Replaced air governor on the Sewer Division's jet truck.
• Replaced fuel pump on the rear engine of the Parks' Department boom truck.
• Installed auxiliary light switch and rewired lights for gutter brooms on both Elgin
sweepers.
• Replaced fuel tank sender in the Tenant sweeper.
• Installed new broom on Parks' Department sweeper.
SANITARY/STORM SEWER DIVISON
• Continued video and jet cleaning of sewer lines Monday through Thursday.
• Performed weekly maintenance of sixteen lift stations each Friday.
SOLID WASTE DIVISION
• Delivered 25 containers to new customers: 0-90 gallon, 23-100 gallon, 0-400 gallon,
2 -300 gallon.
• Repaired 8 containers and responded to 7 violations.
• Continued weekly garbage service and alley cleanup.
STREET DIVISION
• General sweeping and maintenance of City streets and alleys.
• General winter operations — deicing and plowing of City streets and alleys.
• Rebuilt shop walls.
• Assisted the Parks Division with Christmas tree removal.
• Picked up new truck in Choteau on Friday, January I Ith.
• Started the installation of ice melt tank on new truck.
• Removed snow from parking lots.
WATER DIVISION
WATER PRODUCTION & STORAGE:
• Produced 64 M gallons of water: 13 M gallons upper zone and 51 M gallons lower zone.
• Injected 241 gallons of sodium hypochlorite, 12% solution to maintain an average
chlorine residual of 0.37 PPM throughout the system.
• Continued daily monitoring of all pump stations and routine maintenance on all pumps,
motors, chlorination equipment, analyzers, grounds, buildings, controls, testing, water
sampling, and record keeping.
• Prepared and reviewed bids for annual water testing.
• Replaced chlorine feed line at Noffsinger Pump Station.
• Replaced chlorine pump at Armory Well with rebuilt pump.
• Replaced 10" gate valve at Depot Well.
• Conducted research on old pump station at Stillwater River.
• Rebuilding high pressure wash pump and chlorine injector pumps.
• Worked with Greg Butts on upcoming annual water testing requirements.
• Worked on budget preparation.
• Prepared annual water testing data for State Department of Environmental Quality and
Consumer Confidence Report.
WATER CONSTRUCTIONAND SYSTEMREPAIR:
• Tagged 78 delinquent accounts on the East Side of Kalispell.
• Completed 79 work orders during the month January.
• Continue to service meters.
• Repaired 1-1/2" service line at 5ch Avenue WN and West Colorado.
• Repaired 6" main at 4`h Avenue WN and Montana Street.
• Repaired fire hydrant at Smith's Food store.
• Repaired main break at 4t11 Avenue WN and West Montana Street.
• Completed the remodel on the new meter storage room.
• Scraped old meters.
TRAFFIC SIGNS & SIGNALS DIVISON
• Continued regular maintenance of signals, signs, luminaires, barricades, sight
obstructions, and Airport lighting.
• Replaced one burned out alley light.
• Completed MSDS review of hazardous materials.
• Modified pole in Valley Bank lot for sign pole for the Parking Commission.
• Fabricated two signs for Bruckhauser Pool.
• Temporary yellow stripe put on Arizona and Hwy 93 North.
• Continue to replace faded "Stop" signs.
• Replaced two decorative light globes that have been missing.
• Hung the " March for Life" Banner.
• Check the City Airport's runway lights and windsox lights.
• Working on the TSS budget for next year.
• Mounted sign for the Water Division. Will do the Street Division's sign next.
• Designed and manufactured new sign for City Building Complex — Maintenance
Division.
WASTEWATER TREATMENT DIVISION
• 149 Work orders were completed during the month of January.
• 448 Lab tests were performed during the month of January.
• 23 Loads of sludge were hauled during January.
• 115,142 pounds of bio-solids were pressed.
• December Discharge Report: No violations; the average daily flow was 2.3 million
gallons. The total flow was 71.9 million gallons.
