A WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00 PM ON
MONDAY, MARCH 11, 2019, IN THE COUNCIL CHAMBERS AT CITY HALL IN
KALISPELL, MONTANA. MAYOR MARK JOHNSON PRESIDED. COUNCIL MEMBERS
SANDY CARLSON, KARI GABRIEL, CHAD GRAHAM, PHIL GUIFFRIDA, TIM
KLUESNER, ROD KUNTZ, WAYNE SAVERUD AND KYLE WATERMAN WERE
PRESENT.
Also present: City Manager Doug Russell, Planning Director Tom Jentz, Senior Planner Jarod
Nygren, and Community and Economic Development Assistant Director Katharine King.
Mayor Johnson called the work session to order.
DISCUSSION ITEMS
1. Kalispell Trail and Complete Streets Concept Design Report
Russell introduced the topic and turned the presentation over to Jentz to review the draft design.
Jentz gave a brief history of the process and presented the draft trail design.
Jentz answered questions.
King described what will need to be done in order to meet the requirements of the TIGER grant.
Jentz and King answered additional questions.
In response to a question, Jentz stated a supplemental Environmental Impact Assessment needs to be
completed before the Complete Street decision is made.
There was discussion regarding the grain elevators and various redevelopment options.
Public Comment
Jeff Cosledge, 1 st Avenue WN, questioned if there were any plans for the Meridian Road area by
Rails to Trails to make it safer for pedestrians and cyclists.
Kim Morisaki, MT West Economic Development, remarked there are redevelopment projects in the
works, but they are not ready to be made public yet. She noted MT West is also working on a
prospectus for the area and an interactive map of properties available.

Miriam Mauritzen, Community Pastor for 1 st Presbyterian Church at 540 Main Street, commented
this is a great vision for the city and requested that the trail be inclusive for all users, including
skateboarders.
Jim Atkinson and Margaret Lekander, Central School Museum Board Members, invited council to
tour the museum at their convenience and requested funds from the city in order to be able to
maintain the museum.
