01-28-19 City Council Work Session MinutesKALISPELL CITY COUNCIL WORK SESSION MINUTES JANUARY 28, 2019 View the minutes attached to the audio of the meeting at: http://kalispell.coin/480/Meeting-Videos A WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00 PM ON MONDAY, JANUARY 28, 2019, IN THE COUNCIL CHAMBERS AT CITY HALL IN KALISPELL, MONTANA. MAYOR MARK JOHNSON PRESIDED. COUNCIL MEMBERS SANDY CARLSON, KARI GABRIEL, CHAD GRAHAM, PHIL GUIFFRIDA, TIM KLUESNER, ROD KUNTZ, WAYNE SAVERUD AND KYLE WATERMAN WERE PRESENT. Also present: Acting City Manager/Public Works Director Susie Turner, City Engineer Keith Haskins, and Planning Director Tom Jentz. Mayor Johnson called the work session to order. DISCUSSION ITEMS 1. Transportation Management: On -Street Parking, Two Hour Parking, Bus Load/ Unload Permits Turner introduced the topic, noting it is a continuation from a previous work session held regarding on -street parking, and turned the discussion over to Haskins. Haskins noted staff is looking for feedback to the language to address on -street parking. He then detailed the types of streets and available on -street parking the city currently has, noting that staff would complete a parking analysis on areas that are recommended or requested to be included. Staff answered questions. Haskins then presented staffs' suggested municipal code language changes and showed examples of various parking analyses that staff had completed. He said any changes in the on -street parking design would be determined by the classification of the street. There was discussion regarding the current parking situation along Airport Road and 7th Street West. Turner remarked that staff will bring the resolution forward at the next council meeting. Staff presented information and there was discussion regarding two hour parking areas and bus loading and unloading zone areas. Public Comment Pam Carbonari, Business Improvement District, requested that signage be looked at along with the parking regulations. She said that there should be fewer signs per block and they should list the days and hours that they are patrolled, i.e., Monday through Friday until 5 pm.
