Building Permits: None Other Discussion: ARC standards — Planning Director Tom Jentz submitted a memo (attached) to the board in regards to staff beginning the process to update the Architectural Review Standards. Discussion included special designation areas in the city to include 5 areas for more refined standards, revising the application to improve review with more specific submittal requirements and establishing term limits for board members to be set at 4 years. Board member Russ Skelton advised the board that his last meeting would be January 22, 2019. Meeting Adjourned @ 7:37AM 201 V Avenue East Kalispell, MT 59901 Phone: (406) 758-7940 Fax: (406) 758-7739 MEMORANDUM To: Architectural Review Committee From: Tom Jentz, Director Date: November 19, 2018 Subject: Architectural Review Standards - Update Staff has begun the process of updating the Architectural Review Standards, last reviewed and updated on February 6, 2006. As we proceed, there are several assumptions we would like to address so as to give better guidance. Designating special areas in the city: Presently our standards are general in nature but do give some deference to key areas of Kalispell. We are suggesting that we identify 5 possible areas for more refined standards. A map is attached for conversation purposes. The areas could include: • Downtown Kalispell — Main Street and First Avenues East and West from Center south to 13tn Street • Core Area Trail (Kalispell Trail) —Properties that abut the trail • Core Area Neighborhood - All properties in the Core Area Plan from Center Street to Idaho and Woodland Park to Meridian. • Entrance Highway Corridor North — US 93 North from the Blue Cow to Church Drive. • Entrance Highway Corridors South and West — US 93 South from 131" Street to end of City limits and US 2 West Revising the application to improve review — Asking the applicant to specifically provide better information on a series of criteria to aid in better review by Arch. This could include • Wall materials and color, • Roofing materials and color, • The use of decks, awnings, faux windows, to enhance the building. • Proposed locations for wall signs • Lighting package, • Window types, trim and treatment • Landscape plan, • Parking plan • Shielding or screening for the following: garbage containers, utility connections, vents, down spouts, utility doors, ground and roof mounted air conditioners and heat pumps, etc. Discussion of Board Terms: At the last Arch Committee meeting, establishing terms for board members was discussed. Presently, terms are for life plus 30 days. (The standards are actually silent on length of terms). In the zoning ordinance printed below, the following guidance is given for positions on the boa rd. 27.21.020: Architectural Review Committee. (1) The mayor, with the approval of the council, shall appoint an Architectural Review Committee (ARC) of at least five persons, each with one or more of the following qualifications: special education, training or experience in the financing of commercial real property, architecture, or landscape architecture; active engagement in business, commerce or industry; and/or education, training or experience in the area of graphic or allied arts. Whenever possible, the mayor shall appoint individuals who are either property owners, residents or actively engaged in business or employment in the city. (2) The members shall serve at the pleasure of the mayor. The mayor, with approval of the council, may remove any member of the ARC after hearing, for misconduct or non-performance of duty. Any vacancies of the ARC shall be appointees of the mayor with the approval of the council. (3) The ARC may adopt and amend rules to govern the conduct of its business including, but not limited to: Officers, quorum, voting, schedule of meetings and records. Staff suggests, based on discussion last meeting that we set 4-year terms with appointments coming due every May 1. In this scenario, there would only be two people per year coming up for renewal based on a 7 member committee. Members would either volunteer for the length of initial term or draw numbers from a hat as we work everyone eventually into a 4 year term. Initial terms would include two one-year terms, two two-year terms, two three-year terms and one 4-year term. After that, everyone would be applying for a 4 year term. There would be no term limits, members could re -apply. We look forward to beginning discussions on the update. Let us know if you have any questions prior to the meeting.
