Page 1 of 1 City of Kalispell Office of Community & Economic Development 201 First Avenue East Kalispell, MT 59901 www.kalispell.com To: Doug Russell, City Manager From: Katharine King, Assistant Director Community Development Re: Urban Renewal Agency Recommendation on South Kalispell Tax Increment Financing District Traffic Project Meeting Date: February 11, 2019 BACKGROUND: The Urban Renewal Agency (URA) requested a traffic analysis of intersections at 18' Street West/Airport Road/1st Avenue West in 2018 and WGM Group was selected to perform the study and report findings to the URA. The URA reviewed and considered a traffic design report from WGM Group at their September, 2018 meeting then recommended to Kalispell City Council that Concept 9 (now the 16t' Street Offset) be constructed with funds from the South Kalispell Tax Increment Finance (TIF) District. When this recommendation was presented to City Council at its October 22, 2018 Work Session the Council requested that WGM conduct further review of both Concept 8 (now referred to as the 18t' Street Realignment) and Concept 9 (now the 16t' Street Offset). WGM completed this additional analysis and presented the information in its Preliminary Design Alternatives and Costs Memorandum dated January 11, 2019. At the URA January 16, 2019, meeting the Committee voted unanimously to recommend the 16t' Street Offset option to City Council for approval. Based on additional analysis provided by WGM Group, the URA supported the 16t' Street Offset option as the safest option for improving turns onto Airport Road from 1st Street West by alleviating line of sight obstructions for southward turns; reducing vehicle collisions at the Purdy Mobile Home Park located at the south end of 1st Avenue West; eliminating the offset intersection of 1st Avenue West and 18th Street West at Airport Road. The Committee further preferred the 16t' Street Offset option because it does not require the acquisition of additional property which would be required in the 18t' Street Realignment resulting in both higher project cost and potential extension of project timeline resulting from the required acquisition process. Finally, the lower cost of the 16t' Street Offset option is estimated to allow an additional $250,000 for sidewalk construction reaching down to the new Rankin Elementary School. Both parking designs provided comparable parking numbers. The traffic project utilizing South Kalispell TIF funds must be completed prior to the TIF District's sunset on July 1, 2020. RECOMMENDATION: It is recommended that Kalispell City Council consider the Urban Renewal Agency recommendation for construction of the 161h Street Offset at a work session. FISCAL IMPACT: The South Kalispell TIF has approximately $2.1 million available for this project. Final punch list items are being inspected for Glacier Rail Park and monument sign work continues. TIF &TEDD UPDATES Brodie provided an overview of the two options further developed at the request of City Council, 181" Street Realignment and the 161" Street Offset. Design, functionality, acquisition, infrastructure, sidewalks and costs for each option were examined. Zauner moved to recommend the 161" Street Offset option to City Council, Venturini seconded. Mark Bancale, P.E., PTOE Jeremy Keene, P.E. RE: Preliminary Design Alternatives and Costs At the October 22, 2018 City Council meeting/work session WGM gave a presentation on the design alternatives that were explored and what the findings were. Per council recommendations, WGM was tasked with performing a site topographic and boundary line survey of the subject property and to perform a preliminary design for both concepts to provide more accurate costs and to address utility conflict concerns raised by City of Kalispell Public Works Department. Included in this memo are preliminary design drawings of both of the alternatives at Airport Road and 18t" Street West/1st Avenue West. These designs also included the addition of a parking lot for Legends Stadium & winter snow storage. The parking lots shown were designed to maximize parking, accommodate a City required stormwater facility, and provide sufficient access to both vehicle and pedestrian traffic. Given the Airport TIF fund sunset date of June 2020, it is important that funds being allocated for either project be utilized prior to this date. This means the project will likely need to begin construction by late summer/early fall 2019. Problems with Existing Configuration In its current configuration, traffic approaching the intersection of Airport Road and 18t" Street from the east and west are misaligned making the intersection difficult to navigate and potentially dangerous. The following are problems with this configuration or hinderances of redesign that have been noted throughout the process: 1. North and southbound traffic on Airport Road must pass or overlap to make left turns. 2. The angled crossing hinders traffic distribution between US Highway 93 and First Avenue West. 3. Sight distance is obscured due to residential landscaping at the southwest corner of the intersection. Preliminary Design Alternatives and Costs January 11, 2018 Page 2 of 7 4. A sharp left corner exists at the corner of 1st avenue West and 18t" Street west (west of the subject intersection) at the mobile home park. 5. A residential driveway has an access point in the middle of the intersection. 6. The entire area is a "spiderweb" of underground utilities. 7. The City does not own the property required to make the proper realignment. Design Alternatives Preliminary design was performed on both alternatives incorporating data from the topographic/boundary line survey performed by WGM. 18th Street Realignment (formerly Concept 8) This concept realigns the east leg of 18t" Street to square up the intersection and flattens the curve to 1st Ave W to meet a 25-mph design speed. This improves sight distance at the intersection and eliminates the overlapping left turn movement on Airport Road. Flattening the curve will alleviate problems with vehicles running off the road because of the unexpectedly sharp corner that currently exists. At the middle of the flattened curve, driveways will be consolidated to a single access providing optimal site distance for residents accessing 1st avenue west or 18t" Street West. Street lighting is recommended at the intersection of 18t" Street and Airport Road but will be subject to FAA regulations. Right-of-way acquisition is required for this alternative. The design layout has been included as an attachment to this memorandum. 10 -ALK eAs1Ao,�M �Aeoo �os sPA�Es, Ao�ns 12) N 18TH STREET REALIGNMENT ADVANTAGES The realignment alternative is optimal in the sense that it solves the existing alignment issue in the simplest way; it matches the centerlines of the east and west leg of the intersection. This provides smoother traffic flow from US Highway 93 to 1st Avenue West in a similar fashion to 1st Avenue East, accomplishing the overall goal of the project to alleviate the US- 93/Main Street bottle neck and distribute traffic throughout downtown. A more gradual curve has been provided in this design to help direct traffic towards the intersection and away from the existing mobile home development. Pedestrian access has been included with a widened path along Airport Road with ADA pedestrian access at all four corners of the intersection. These improvements can be utilized to extend sidewalks/pedestrian Preliminary Design Alternatives and Costs January 11, 2018 Page 3 of 7 access south along Airport Road with either additional funds available in the Airport TI F or at a later date. Bulb outs were included to provide traffic calming, make pedestrians more visible, and to help address the sight distance issue from the eastbound approach. Closure of the northern residential driveway at the southwest corner of the intersection will improve safety at the intersection, and also should help to address the existing sight distance issue at this corner. No land acquisition is anticipated for the closure as it exists within City of Kalispell right of way. 18TH STREET REALIGNMENT DISADVANTAGES One of the main disadvantages of this alternative are the impacts to the surrounding properties. One of the biggest drawbacks with the realignment is that land will need to be purchased at the northeastern corner of the existing intersection to realign this approach. The property owner is known to be a willing seller, but this will add cost and negotiations between the City and the owner have the potential to delay construction. Additionally, this design will require the closure of two driveways at this intersection: The northern residential drive at the southwestern corner, and the southern coffee stand entrance at the northeastern corner. The residential drive is a safety hazard in the existing condition and will need to be addressed if this intersection is improved. Closing the northern driveway entrance does not hinder access to the property, and it is located within the City right of way. At the coffee stand, the realignment makes the southern ingress/egress to the property a safety hazard. A new entrance location is proposed on 1811 Street East. At the southwestern corner of the intersection, the existing site distance issue requires east bound traffic from 1st Ave W. to creep out into the intersection to see north bound Airport Road traffic to cross the street. The realignment reduces the sight distance needed to make the crossing and bulbs out the curb line to help protect this movement but does not fully solve this problem. To resolve this problem the existing hedge and willow tree (on private residential property) must be cut back or fully removed. 18TH STREET REALIGNMENT UTILITY CONFLICTS The intersection is filled with City utilities along with private/dry utilities. These utilities include: water, sewer, storm water, power, gas, and cable/fiberoptic. Neither alternative is anticipated to have impacts to the existing City of Kalispell "Mosquito" Lift Station." Each have been tagged as either "minor" or "major" depending on the amount of work associated with the conflict. Utilizing data from the topographic survey, WGM has identified the following utility conflicts for this alternative: 1. Six storm water manholes will require rim adjustments (minor). 2. One storm water inlet will need to be removed and replaced at the northwest corner of the intersection near the lift station (major). 3. Two culverts become obsolete and will need to be removed as a part of improvements. These are typically not salvageable for reuse (minor). Preliminary Design Alternatives and Costs January 11, 2018 Page 4 of 7 4. Two culverts will need to be added to perpetuate flow patterns under the new road configuration (major). 5. The area to the south of realigned 1811 Street East will need to be regraded to perpetuate existing storm water ditch flow (major). 6. One water valve will require the top of the valve box to be adjusted (minor) 7. Hydrant adjustment (minor) 8. 1 sewer manhole in sidewalk (minor). 9. 1 sewer manhole in the parking lot (minor). 10. 1 storm manhole in the parking lot (minor). A layout showing the Utility Conflicts for this alternative has been included in with this memorandum. Preliminary Design Alternatives and Costs January 11, 2018 Page 5 of 7 16t" Street Offset (formerly Concept 9) The second design removes the west leg of 181" Street from the intersection and introduces a new street connection approximately 360 feet to the north at 161" Street West. A two- way stop with a free -flow north and south is proposed at the new intersection with 1st Ave W to accommodate the primary traffic movement. Street lighting is recommended on Airport Road at both intersections. Pedestrian access has been included with a widened path along Airport Road with pedestrian access at the west of the 181" Street/Airport Road intersection. These accesses can be utilized to extend sidewalks/pedestrian access south along Airport Road with either additional funds available in the Airport TIF or at a later date. The design layout has been included as an attachment to this memorandum. 16TH STREET OFFSET ADVANTAGES By offsetting west leg of the intersection north to 161" Street West, the angled crossing is eliminated and left turns from Airport Road no longer overlap. Additionally, the reconfiguration of the intersection's west leg greatly improves the sight distance for east bound traffic from 1st Ave W. and no impacts to the existing residential landscaping would be required. With the closure of 181" St W. the sharp 90-degree corner is eliminated, and the existing mobile home development is protected from potential traffic collisions. Pedestrian access has been included with a widened path along Airport Road with pedestrian access at all three locations at the 181" St E. intersection for future sidewalk or path extensions to the south or east. One of the major positive attributes to this project is that no land acquisition is required, and no existing driveways will need to be closed as a part of the project improvements. This will help with both costs and schedule. 16TH STREET OFFSET DISADVANTAGES One of the major drawbacks with offsetting the western leg of the intersection is that by doing so, you turn one intersection into three intersections. Additional intersections, albeit less confusing intersections, can result in additional collisions. The addition of these intersections makes the transition from US-93 to 1st Avenue West not as smooth and requires up to three separate stops, hence, it does not promote downtown traffic distribution as well as the other alternative. Preliminary Design Alternatives and Costs January 11, 2018 Page 6 of 7 The main disadvantage with this alternative is that you remove an angled crossing at the existing intersection but create a new angled crossing condition at 1st Ave W and 16' St W. The new intersection created at 16th Street/1st Avenue has similar offset attributes to the existing 18t" street/Airport Road configuration. It will however experience lower traffic volumes with the majority coming from the north and east legs of the intersection. 16TH STREET OFFSET UTILITY CONFLICTS Though little work is taking place at the 181" Street East/Airport Road intersection, all the same utilities exist. These utilities include: Water, sewer, storm water, power, gas, and cable/fiberoptic. Neither alternative is anticipated to have impacts to the existing City of Kalispell "Mosquito" Lift Station." Each have been tagged as either "minor" or "major" depending on the amount of work associated with the conflict. To avoid major modifications to the existing sewer line within the 16t" Street corridor, the road section was widened to the City's "collector" standard (17-foot instead of 14-foot lanes). Utilizing data from the topographic survey, WGM has identified the following utility conflicts for this alternative: 1. Adjust existing storm inlet at 16t" Street and Airport Road (minor) 2. Three sewer manholes in 16t" street west (minor) 3. Relocation of a TV/fiber optic pedestal in intersection of 16t" Street West and 1st Avenue West (major) 4. Relocation of existing power pole (major). 5. Adjust rim of Storm manhole in sidewalk along 1st avenue west (minor). 6. Adjust rim of Storm manhole in parking lot (minor). 7. Adjust rim of sewer manhole in parking lot (minor). 8. Adjust rim of sewer manhole in sidewalk at northwest corner (minor) A layout of these utility conflicts has been included as an attachment with this memorandum. Preliminary Design Alternatives and Costs January 11, 2018 Page 7 of 7 Cost Estimates Pre -design cost estimates were developed based on the conceptual alternatives. These estimates include a 15% contingency to reflect the limited amount of design detail at this stage. Estimated Construction costs are summarized below. Until a formal appraisal has taken place, the cost of the land acquisition will be assumed as $75,000 for the 1811 Street Realignment. This land cost has been included in the tables below and detailed cost breakdowns are attached. 1811 Street Realignment $553,150 1611 Street Offset $342,088 Stadium Parking In the design process, parking was laid out to maximize the City property as a parking lot for the Legends Stadium and snow storage. The addition of parking also requires storm water storage and a collection system which has been included in the costs. The location of the ponds shown in the attached layouts have been selected based on required city of Kalispell setbacks and to avoid existing underground utilities.
