Chairman Rold called the meeting to order and welcomed Board and city staff.

APPROVAL OF MEETING SUMMARY
Passed unanimously.
BUSINESS
Map was shared showing the Opportunity Zone in Kalispell with Downtown Plan, Westside Core Area TIF and
Core Area overlays. Molly McCabe, Principal of Hayden Tanner, presented on Opportunity Zones at the
Montana West Economic Development Annual Meeting. A meeting with Molly, a potential developer, MWED
staff and City staff is scheduled for December 21. As more information becomes available it will be shared
with the URA.
Girardot moved that the Annual report be approved as presented, Venturini seconded, passed unanimously.
TIF & TEDD UPDATES
Jarod provided an update including Council action taken December 17, 2018 to adopt The Kalispell Downtown
Plan, a public hearing is scheduled for January7, 2019, with final Council action expected January22, 2019.
WGM has completed field work for the South Kalispell intersection project as of yesterday. WGM staff has
finished the area base map and can begin preliminary designs. Preliminary designs should be laid in at end of
this week with design refinement and cost estimates mid -next week.
BROWNFIELDS PROGRAM UPDATES
• BNSF Rail Line Corridor: Phase I final report expected by end of the week.
• CHS Grain Elevator site: Phase II sampling scheduled to begin mid -January 2019 with a draft report
expected by end of February.
• CHS Country Store site: Phase II sampling is underway with a draft report expected by end of
February.
• CHS Agronomy Center: Phase II work to begin in early 2019.
TIGER/KALISPELL CORE & RAIL REDEVELOPMENT
Glacier Rail Park is nearing substantial completion, the traffic signal at Hwy 2 has been installed with the
monument sign to be installed in February. Additionally engineers are working on certification of the rail signal
at the rail crossings within the rail park.
Trail and Complete Street alignment and design work is being finalized for a report that Alta will produce by
December 31, 2018.
At January meeting the URA expects to see WGM work product and Alta Trail and Complete Street report.

The Board next meeting is scheduled for Wednesday, January 16t" at 4 p.m.
