CITY HALL — FIRST FLOOR CONFERENCE ROOM MEMBERS IN ATTENDANCE OTHERS IN ATTENDANCE Chairman Marc Rold Katharine King, Assistant Director Comm. & Econ. Dev. Jeff Zauner Krista Lammers, Community & Economic Development David Girardot Chairman Rold called the meeting to order and welcomed Board and city staff. PUBLIC COMMENT APPROVAL OF MEETING SUMMARY Passed unanimously. TIF & TEDD UPDATES Mike Brodie, WGM Engineer, shared the attached Airport Road Intersection Improvements Design and Alternative Summary. Board will review alternatives and make recommendation to City Council at September meeting. The City continues to work on the Northwest Drywall relocation package and will share details with the Board at next month's meeting. 2018 Certified Taxable Valuations for the TIF and TEDD districts were distributed. West Side and South Kalispell TIF district values are down from last year. The City will talk with the Montana Department of Revenue to discuss value decreases. BUSINESS Kalispell recently received an Opportunity Zone designation by Governor Steve Bullock. The census track designated as the Opportunity Zone was viewed. Currently, rules are still being created for the designation, Katharine King will share more information about the designation and its benefits as they become available. TIGER/KALISPELL CORE gc RAIL REDEVELOPMENT Kalispell Trail and Complete Street Deep Dive Week saw over 600 visitors, project consultants commented that this was a level of community involvement they had not encountered before. The week's events culminated in a Friday open house where three trail designs were shared with the community. Consultants continue to work on project design, engineering, permitting and analysis and will share developments with the URA Board and community as they occur. Glacier Rail Park construction is ahead of schedule and slated to be complete in September or October of this year. The CHS building permit will be ready this week with fertilizer plant construction projected to be completed by December followed by the rest of the facility in February or March of next year. Northwest Drywall will begin construction this month and looks to be complete in December or January followed by relocation to the new facility. BROWNFIELDS PROGRAM UPDATES The EPA has approved Phase II Environmental Site Assessments for structures only/hazardous testing only on both the CHS Agronomy and CHS Country Store sites. NEXT SCHEDULED MEETING The Board next meeting is scheduled for Wednesday, September 19t" at 4 p.m. ADJOURNED Chairman Rold adjourned the meeting.
