SUBJECT: Appointments to the Kalispell Downtown Business Improvement District
Board of Trustees
MEETING DATE: January 7, 2019
BACKGROUND: A new Kalispell Downtown Business Improvement District (BID) was
created by Council on April 3, 2017 as the old BID was expiring. According to Montana Code
Annotated 7-12-1121, a seven member Board of Trustees made up of property owners within the
district or their assignees was appointed with approval of the governing body with four year
staggered terms.
Eric Robbins, and Debbie Snyder, two of the board members that were appointed in 2017 are no
longer eligible to serve on the board. Three individuals have indicated interest in serving. BID
Board members would recommend the appointment of Curtis Bartel to fill the remaining term of
Eric Robbins through April 30, 2020, and Ryan Berweger to fill the remaining term of Debbie
Snyder through April 30, 2019. Jayson Peters has also indicated interest.
RECOMMENDATION: Mayor Johnson appoint two members to the Downtown Business
Improvement District Board of Trustees. The Council offers a motion to confirm the Mayoral
recommendations.

Please find this our unanimous recommendation to appoint Curtis Bartel to fill the remaining term of Eric
Robbins through April 30, 2020 and Ryan Berweger to fill the remaining term of Debbie Snyder which
will expire on April 30, 2019. Both of these gentlemen have been attending BID Board meetings and will
be an asset to the board.
It is our firm belief that the appointment of these individuals will assist us in our continued efforts to
strengthen the economy of Downtown Kalispell. Their dedication to the downtown is demonstrated not
only in their individual downtown business interests but also in their ability to coordinate efforts which
sustain the economic vitality of the District.

Kalispell, Flair Gifts & Cards. We have recently moved from our location in the KM
Building and are now located at 123 S. Main Street. We are excited to be on Main
Street and our business is doing very well at the new location.
It is my desire to become more involved in the future success of the downtown
community. I have attended a BID meeting to learn more about the board and feel
that I can be a good addition to the board. I am committed to Kalispell and in

We encourage the Mayor and the City Council to appoint Ryan Berweger to serve on the
KBID Board.

I was on the original (expanded) board as a representative of Sykes. I resigned that position last fall when I took a job in
Whitefish, thinking that l wouldn't be connected to a Kalispell business. Over the past year I have retained my minority
ownership at Sykes and would like to rejoin the board. I have a vested interest in the BID and the outcomes it can
produce for the Improvement District.

Running a business in a resort town (Whitefish) gives me a unique perspective for helping guide the Kalispell BID and
navigate their future planning & goals. Many of the conversations from the Kalispell retailers have included comparisons
to the Whitefish business environment. Now I have first hand experience of the strengths & pitfalls of being in a high
traffic tourist town, and can share those.
