12-20-18 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY ATTENDING: Dave Dedman, Fire Chief Patrick Jentz, Engineer II P.J. Sorensen, Chairman Thursday, December 20, 2018 Lower Level Conference Room 201 First Avenue East Tim Falkner, Acting Police Chief Tom Tabler, Senior Civil Engineer GUESTS: Bob Erickson (Jackola Engineering); and Mark Rohweder (KLH). HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: Town Pump — Canopy information. Tabler stated he has some punch list items that they would like to see completed yet this winter. Sorensen noted they sent in an engineer's estimate on paving and other items for bonding the rest of it. Tabler would like to see them complete some of those items to protect the integrity of the curb. Sorensen will speak with Haskins on this. Integrity Property Management —house being converted into office. They gave Sorensen a bid from the contractor for $4,300 for sidewalk and two parking spaces that they need to pave. Tabler will take a look at this. OLD BUSINESS: Northwest Drywall — 1109 E Oregon St; new warehouse in the Rail Park at the south end. Civil plans came in on this. P. Jentz took a look at these and noted that Crowley had most of our concerns figured out. Tabler also noted that it seems fine. Parker has mostly worked out his concerns with them. Rohweder discussed the height of the Gabion wall, with the tallest point in the NE corner of the NW truck repair. It is 9 feet and then tapers down to basically one block height, which is 3 feet. Sorensen stated that 4 feet is what triggers a Building Permit. Rohweder will contact Parker. This was passed through Site Review, subject to Parks approval. The Gabion wall will be subject to whether they do a separate Building Permit or put it into the overall building permit. Dedman stated the change they made brought the building closer to the actual hydrants and it works much better. He would like to go back to the original FDC location. Maw — 25 Appleway on the south side; apartments. Two 4-plexes. Nothing new has been received yet. This will be on the agenda for next week. World Gym — 555 East Swift Creek Way (no longer Diamond Peak); new athletic club. Tabler stated Public Works is ready to approve this. This is passed through Site Review subject to the approval of Parks. An Amended Plat will need to be done on the south stretch, also. Sunrift Brewery — 55 — 1" Ave WN; Phase 2 — convert existing building to a restaurant. Nothing new has been submitted. They are planning to go to ARC in early January. Public Works is waiting on civils. This will be on the agenda for next week. NEW BUSINESS: Woodland Sales Office — 35 1" Ave E; change of use to office. Recently a day spa. They are not looking at doing any addition to the building or any site work. This is a change of use. Tabler stated they should have a pedestrian connection between the building and the boulevard sidewalk. He will send this comment out to Jackola and this will be going to ARC on the 81h. This will be on the agenda for next week. Owl View Apartments — 200 Sawyer Lane; carports. Their proposed carports were discussed. This was approved through Site Review. Base Camp RV Park — Hwy 93 S. Civil plans came in on this. Public Works' first round of comments will be going out today. We're trying to get through the DEQ process, our internal review, and how the water system is going to work. We're trying to keep as much of the water system private as we can with it still meeting DEQ requirements. They are working through that process and DEQ had some ideas of how to deal with it. Tabler asked about the way the RV Parking is set up right now, the way they have the radius hook on the south side of the parking stalls, and the direction they are set up. It looks like they are set up so traffic comes in through the roundabout, heads south, and then backs into the stalls. All the service hookups are on the back of the stalls as well. Then to exit that with an RV, the only choice is to go south. Once you go south, you're either going to turn around at the roundabout or go out Ashley Meadows. Per the condition, they're tasked with trying to do some type of treatment or something on that south end to get 100% of the traffic utilizing the roundabout and not using Ashley Meadows. We are wondering how this will be worked out on this phase. The street connection they are building will not be built until after the 2nd phase is completed. What will encourage that U-turn at the roundabout and back tracking back to the north as opposed to just heading out to Ashley Meadows? We also have questions on the sanitary sewer crossing of 93 and how that might look. P. Jentz noted they may have to provide detention. Dedman discussed how the access will need to be open with no gate and no chain. We will need to discuss how he can sign it to discourage people from using it as a primary. This will be on the agenda for next week. PLANNING OFFICE ITEMS: Eagle Ranch — A new application for a preliminary plat came in for the January Planning Board Meeting. 2 Gateway West Mall - A new application came in for a CUP for multi -family on the parking lot at the Gateway West Mall. They have a few outstanding issues to work out so this will probably go on the February agenda. Tabler mention that since MDT owns both of the approaches, they will need to review and sign off on the TIS as well. OTHER REPORTS: 55 - 4th Ave WN — Preliminary discussion on proposed expansion/remodel/change of use. They want to convert the second floor to apartments, and keep the main floor retail with a little coffee shop space. There is not enough parking on -site to serve commercial and residential, so they are looking at keeping the parking on -site for the residential. The parking for the commercial use would be the lot to the north. There is an existing house and garage on there that will be demolished and a parking lot will be put in there. There is no sidewalk on 4th Avenue, so it would require a new sidewalk across the front. There is a curb and gutter in there but they are uncertain as to how far it extends to the south. There is ponding at the south end of 4th Avenue, with no storm drainage there. The ponding is an issue, the parking in front of the store has an ADA spot but the grade doesn't meet the ADA accessibility requirements, as it is too steep. They are just looking for some feedback. Parking was discussed and it was noted that this is a dead-end street. Public Works will need to take a look at this and get back to them on storm drainage and parking. They will also be adding a second -story balcony. Lighting was also addressed. Committee was generally inclined to keep the parking spaces that back into the street given the on -site requirement for residential parking and the dead end street. Also discussed sidewalk connection to the off -site lot, and landscaping the area between the building and the tracks/future bike path with a connection to it. CHS Warehouse — Parker asked if it was discussed with anyone about drainage out of the chemical room area. They have new drawings submitted and on the plumbing sheets showing the chemical room and the scale room with some kind of gravity drains. It doesn't show any kind of drainage pipe or anything, but it shows track primers for floor drains. Has anyone had any discussion with them in this regard? Tabler stated it does look like containment but in one of the corners of the room they had a depression for a sump pump.
