A WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00 PM ON
MONDAY, DECEMBER 10, 2018, IN THE COUNCIL CHAMBERS AT CITY HALL IN
KALISPELL, MONTANA. MAYOR MARK JOHNSON PRESIDED. COUNCIL MEMBERS
SANDY CARLSON, KARI GABRIEL, CHAD GRAHAM, PHIL GUIFFRIDA, TIM
KLUESNER, ROD KUNTZ, WAYNE SAVERUD AND KYLE WATERMAN WERE
PRESENT.
Also present: City Manager Doug Russell and the Business Improvement District Board of Directors.
Mayor Johnson called the work session to order.
DISCUSSION ITEMS
1. Downtown Business Improvement District Proposed Assessment Formula
Mayor Johnson gave a brief overview of the assessment issue and introduced Marshall Noice, a
member of the BID Board.
Noice stated their goal was to come up with a new assessment formula for the BID properties that is
fair and equitable. The new formula would increase the amount assessed on smaller properties and
decrease the amount assessed on the largest, with an added flat fee of $100 on each property within
the BID. Noice remarked the board wanted a net -zero formula for the BID budget and this comes
close to it.
Noice and other board members answered questions.
There was lengthy discussion.
Mayor Johnson asked the BID board to bring the proposed formula before council for action.

CITY MANAGER/MAYOR/COUNCIL REPORTS
Council complimented the flags that were displayed during the parade; they were placed by the VFW
in order to honor President George HW Bush's passing.
