Each "project" requires an application. Our congressional leaders request we give preference to projects that benefit the community and have an immediate need. The Stimulus or "Jobs" funding is Federal funding influenced by the Obama administration. Infrastructure and transportation projects are at this moment the higher priority by the administration. Shovel ready projects are to be the determining factor in which projects are awarded funding. It is unclear today as to how and who will manage the funding flow, be it a federal or state agency, or local units of government. The Congressional Appropriations (2010) List (attached) are all community projects the staff recommends for forwarding to our congressional delegation for financial assistance. Also attached is a list of the "shovel ready" projects that are suitable for stimulus funding. The shovel ready projects are also on the appropriations list. The projects are listed in priority within each section i.e. water, sewer, transportation etc. Among sections the staff recommends that sewer projects receive the highest priority followed by transportation, water and storm drainage. Action Required Request that the council review the list and provide guidance on the priorities recommended by the staff. The source of the input on the project list is from the staff and community organizations/groups. Staff will then follow through with the appropriate paperwork to gain funding for the identified priority projects. City of Kalispell Congressional Appropriations (2010) List Infrastructure Pro'ect Ready Date if Cnown Water: Ulmer and Lower Pressure Zone Interconnection 104 500 This project will allow for the transfer of water between zones during high demand periods, such as peak summer flows and fire flows. (5/2009) Replace 2-inch and 4-inch Pipelines in East Arizona Street 259 000 This project will replace undersized lines and will enable the system to meet fire flow demand in the area. (5/2009) ,Loop Existing-6-inch Pipelines at 6th Avenue and 7th Avenue 227 500 This project includes connecting four dead end water lines to enable the system to meet fire flow demand in the area. (5/2009) Sewer: Kalispell- Advanced wastewater Treatment Plant 11 6440 1 00 -Expand current plant capacity and increase treatment levels by extending contractual agreement with current contractor to construct Phase 2 Expansion and Phase 1 Effluent Quality Upgrade. Improvements will increase treatment capacity and greatly improve regional water quality by reducing nutrient loads to Flathead Lake. (4/2009 -- the first phases of this project are ready now) Grandview Sewa a Pure Station and Gravity Fain U rade 600 000 — This project raises capacity of the existing Grandview sewage pumping station and downstream pipelines to assure uninterrupted wastewater services to the growing north and northwest sectors of Kalispell. The project includes new pumping equipment, control systems, larger pipeline downstream, and project engineering and construction management services. (2/2009 - this project is ready now.) Stillwater wastewater Interceptor Pipeline 6 210 000 -This project will serve the north and west area currently served by the existing Grandview Sewage Lift Station and existing. This project is essential to adequately serve the north and west areas of Kalispell. It will reduce the load on existing collection systems and pump stations and is the lower cost alternative to increasing the size of existing pipelines installed in existing heavily developed areas of the city. The project included pipelines, lift stations, force mains and manholes, construction management and engineering. (8/2009) Fairway Sewage Pump Station Pum Replacement 117 000 - This project includes replacing the pumps and manifold piping to utilize the full capacity of the recently -replaced force main. (7/2009) First Alley -East North Pipeline Replacement 260 500 -This project will increase effective capacity of the Fairway Lift Station by allowing higher pumping rates that in turn allow higher flows in the downstream gravity lines. (9/2009) Transportation: Kalispell Street Reconstruction and Rehabilitation Program S 522 931 — This project provides for the reconstruction and rehabilitation of urban roadways and intersections within the City of Kalispell. The work includes pavement milling, asphalt overlay, seal and cover, reconstruction of intersections to comport with ADA guidelines for pedestrian access, project management and engineering. (Phase 1, $2.5 million, 5/2009) Three Illllile Drive Phase 1 MSN-29 4 216 000 I ndentified in the 2006 Kalispell Area Transportation Plan. Reconstruct Three Mile Drive to a three -lane minor arterial roadway from Meridian Road, west a distance of 2,400 linear feet. The Phase 1 cost includes $2,284,000 to construct a three -lane roadway (two lanes plus a center left -turn lane), curb and gutter, sidewalk, and $1,392,000 for utility relocations, storm drainage, water and sewer improvements, and project engineering and construction management. Total project length, Phase 1 and Phase 2 is 2-miles. (6/2009) Three Mile Drive Phase 2 MSN-29$59795100Q)_—I ndentified in the 2006 Kalispell Area Transportation Plan. Reconstruct Three Idle Drive to a three -lane minor arterial roadway from a point 2,400 linear feet guest of Meridian Road to west Springcreek Road, a distance of 8,200 linear feet. The Phase 2 cost includes $3,881,000 to construct a three -lane roadway (two lanes plus a center left -turn lane), curb and gutter, sidewalk, and $1,914,000 for utility relocations, storm drainage, water and surer improvements, and project engineering and construction management. (12/2009) Two Mile Drive Phase 1 MSN 30 3 950 000 — Identified in the 2006 Kalispell Area Transportation Plan. Reconstruct Two Mile Drive to a two-lane urban collector standard from Meridian Road, west a distance of 2,700 linear feet. Project cost includes $2,384,000 for surface improvements and $1,566,000 for utility relocations, storm drainage, and project engineering and construction management. (6/2009) Two Mile Drive Phase 2 MSN 30 5 593 000 — Identified in the 2006 Kalispell Area Transportation Plan. Reconstruct Two Mile Drive to a two-lane urban collector standard from a point 2,700 linear feet west of Meridian Road, to west Springcreek Road, a distance of 7,900 linear feet. Project cost includes $3,749,000 for surface improvements and $1,844,000 for utility relocations, storm drainage, and project engineering and construction management. Whitefish Stage Road MSN -22 6 240 000 -- Identified in the 2006 Kalispell Area Transportation Plan. Reconstruct whitefish Stage Road between Oregon Street and Reserve Drive, a distance of 2.43 miles, to an urban minor arterial standard (one lane in each direction with a center left -turn lane), including curb and gutter, boulevard and sidewalk. This project addresses the need to handle current and future north -south traffic volumes. This project is also necessary as a connection between Reserve Drive and Evergreen Drive to accommodate existing traffic and future east -west traffic growth on those roadways. Project cost includes $5,210,013 for construction of surface improvements and $1,029,987 for utility relocations, storm drainage, project management and engineering. (10/2009) US Hiahway 93 Kalispell By-pass 105 million Identified in the 1993 and 2006 Kalispell Area Transportation Plans. This project includes all phases of the 7.5 mile long bypass around the West Side of Kalispell. The final design is nearing completion; bid documents could be ready in 3 to 6 months for first phases with building to start next spring. (6/2009-2010) STORM DRAINAGE: (All projects ready 2009) Stillwater Road Drainage Improvements 306 929 - Stillwater Road from Parkridge Drive to the Blue heron Estates Subdivision. Increased storm water flows into a drainage basin west of Stillwater Road has caused flooding to public and private properties south of Park Ridge Drive and west of Stillwater Road. The intent of the Stillwater Road project is to intercept the storm water flow and convey it to Spring Creek without unduly impacting downstream property owners. The project will eliminate or mitigate flooding on private property, provide adequate conveyance in the right -of- way, and minimize the impact on downstream users adjacent to the conveyance path. The project includes installing storm drain piping manholes, and asphalt replacement. (3/2009) Willow Glen Drive Drainage Improvements 162 949 - The Leisure Freights storm drainage detention pond has flooded public and private property downstream. This project will improve the function of the Leisure Heights detention pond, eliminate storm water flooding on public and private property, and improve downstream conditions along willow Glen Drive. The project includes installing storm drain piping, manholes, a detention pond outfall structure, and asphalt replacement. (3/2009) South East Kalispell Drainage Improvements 166 870 - Southeast Kalispell residential area from the intersection of 11 th St. E. and 5th Ave E to the intersection of 6th Ave E and 13th St E. This project will relieve constant flooding problems at the intersections of 5th and 6th Ave. E. on 11 th St E. by extending an existing storm main at the intersection of 6th Ave E and 13th St. E. north to the intersection of 6th Ave E and 11 th St. E. and then west to the intersection of 11 th St. E. and 5th Ave. E. The project includes storm drain piping, manholes, catch basins, curbing, and asphalt replacement. (7/2009) Glenwood Drive Ditch Draina e Improvements $135 000 Glenwood Drive frmLiberty Street to Two Mile Drive. This project will improve storm water conveyance in the east road- side ditch and will eliminate standing stagnant water. The project will consist of re -grading 1000 feet of existing ditch flow line, installing one manhole, replacing culverts, driveway approaches, and curbing. (4/2009) 41h Ave wN Flooding Project 50 000 - South end of 4th Ave wN at the Rail Road Track. This project will eliminate extensive flooding which inundates the entire road section in front of adjacent businesses. The project will consist of two storm drain inlets, two manholes and 380 feet of storm drain pipe. The inlets will be placed to collect the storm water in the low areas and convey it to an existing storm drain system at the intersection of 4'h Ave wN and W Montana St. (7/2009) Aviation: KGEZ tower mitigation for City Airport- This project is a prerequisite for the approval of an airport upgrade project that has been on the books of the FAA - Airport Improvement Program for six years. Completion of this $500,000 project would release $8 Million in AI P Funds from the FAA to complete expansion of the Kalispell City Airport. ($500,000) Public Parking: Downtown Kalispell Parking Structure -Conceptual drawings from an architectural firm are available. ($5.5 million) Public Safety: Public Safety Training Center Indoor Firing Rangee-,land acquisition ($400,000) Culture: Hockaday Museum of Art -bricks and mortar x expansion project. Conceptual rendering completed. Could be shovel ready in 90 days. ($5.6 million) 'workforce dousing: Community .and Trust -funding for operational expense to administer several community land trusts under one umbrella organization. ($300,000) Revised 112 109 CITY OF KALISPELL "SHOVEL OVEL READY" 2009 INFRASTRUCTURE PROJECTS Sever: Phase 1 Kalispell Advanced wastewater Treatment Plant 4 000 000 - Expand current punt capacity and increase treatment levels by extending contractual agreement with current contractor to construct second phase capacity expansion and first phase effluent quality upgrade. First phase of this work involves construction of previously approved improvements that were eliminated from current project due to budget constraints. Improvements will increase treatment capacity and greatly improve regional water quality by reducing nutrient loads to Flathead Lake.
