PUBLIC HEARING — Business Improvement District (BID) Diagonal Parking Recommendation Council will accept comments regarding a recommendation to convert two on -street parking locations within the downtown district from parallel parking to diagonal parking. Eagle Valley Ranch — Growth Policy Amendment and Planned Unit Development This item would consider a request from Spartan Holdings, LLC for a 100-acre Pagel of 3 Kalispell City Council Agenda, October 1, 2018 Residential Mixed Use Planned Unit Development generally situated along U.S. 93, south of the Ponderosa Residential Subdivision, east of Northern Pines Golf Course and north of the Montana National Guard facilities. a. Resolution 5901A, 5901B, 5901C —Growth Policy_ Amendment This Resolution would consider a growth policy amendment on 41-acres from "Suburban Residential" to "Urban Mixed Use". b. Ordinance 1814 — First Reading - PUD/Zoning This Ordinance considers a Residential Mixed Use Planned Unit Development calling for 225 residential lots, 12 mixed -use office/residential lots, an apartment complex, and open space/buffer areas. 2. Resolution 5902 - School Zone Designation This Resolution would designate that portion of Airport Road abutting Kalispell School District 5 property containing the Jeannette Rankin Elementary School as a school zone. Each person not a Council member shall address the Council, at the time designated in the agenda or as directed by the Council, by stepping to the podium or microphone, giving that person's name and address in an audible tone of voice for the record, and unless further time is granted by the Council, shall limit the address to the Council to three minutes. b. All remarks shall be addressed to the Council as a body and not to any member of the Council or Staff. C. No person, other than the Council and the person having the floor, shall be permitted to enter into any discussion either directly or through a member of the Council, without the permission of the Presiding Officer. d. No question shall be asked of individuals except through the Presiding Officer.
