Performance Bond Reminders: Johnson reported they are preparing the final maintenance
bonds on Spring Creek and Diamond Ridge.
OLD BUSINESS: 227 1st Street West: Sorensen stated no new information has been submitted.
Johnson said Public Works doesn't want the committee to move forward on that project until a
site plan has been submitted for review. Sorensen said a site plan was part of the information that
has been requested from the developer.
Super 1 Parking Lot Renovation: Sorensen asked if the Fire Department had received an
answer regarding the alignment of the main entrance road and Diehl said he had sent them an
email but he has yet to receive a reply.
NEW BUSINESS: WalMart: Mike Beach of Pac Land said they will submit the full package of the
site review application by Monday. He stated the first step of the process is to remove the existing
sanitary, water and storm utilities from the building footprint and they need approval from Public
Works. The lines are live but they are not servicing anything. Castles noted the storm drains need to
be rerouted before the drain is killed. Beach said there will be a loop around the building for the
water. Public Works wants to be notified when the operation will commence and wanted to make
sure there will be an inspector on site during the process. Turner said Public Works needs to see the
plans for the new utilities and Beach said they are included in the plans. Castles also noted that they
need to have DEQ approval before any line can be extended. It was agreed that this portion of the
project will be coordinated between Pac Land and Public Works.
Beach presented an overview of the site for the committee. Jentz noted the southwest corner of the
building may require some sort of railing to separate traffic from the pedestrians when the vehicles
turn in front of the building. Beach made a note of that concern. There was a brief review of the
landscaping and Sorensen mentioned the Architectural Review Committee tried to encourage a mix in
of Evergreen where they could. They also requested some additional screening on the north side of
the building. Beach noted they will be working with the same landscaping firm that has for the most
part been working with Hutton Ranch since the beginning. There were no issues from the Fire
Department but Beach noted they will be moving a few hydrants. Johnson stated before any work is
completed there needs to be a pre -construction meeting including the engineers, the sub -contractors
and the city and Beach said that is SOP for WalMart projects.
Beach said the construction will probably begin in July with an opening date in February/March 2010.
PLANNING OFFICE ITEMS: Cornerstone Church PUD: Conrad reported he talked with
CTA who is designing Valley Bank as part of this PUD and they will have to rework the entire site
design based on the recommendations by site review. He is anticipating a complete application within
the next few weeks and at that time Conrad will send the information to the committee. Conrad said
they did eliminate the access off of Northridge Drive but in doing so there were some internal traffic
flow issues to deal with.
Glacier Pines Mobile Home Park— Hwy 35: Conrad reviewed a referral from Flathead County for
a subdivision at the Glacier Pines Mobile Home Park on Highway 35. Sorensen said it could be an
issue if the property is not totally within the Evergreen Sewer District and then they would be asking
the city to provide service to their lot.
2 Lot Subdivision - Sunset Drive in Evergreen: Conrad reviewed another referral from Flathead
County for a 2 lot subdivision on Sunset Drive in Evergreen located near Flathead Electric Coop.
Sidewalks and R/W were discussed but it was decided the there are no sidewalks in that area and
R/W would not be an issue in this case.
Silverbrook Estates Phase 2: Conrad noted he would start sending out preliminary information on
Silverbrook Estates, phase 2 soon.
Lonnie Buchholtz Preliminary Plat Waiver — 7th Avenue West: Conrad said a year ago the
planning office waived preliminary plat on property owned by Lonnie Buchholtz on 7t` Avenue West.
As part of that project he will be required to provide a 20 foot wide driveway with a common
maintenance plan that will include a 20 foot pedestrian easement that would go to the park in that
area. Parks & Rec had agreed to provide a sign directing people to the park. Conrad said the final plat
will be coming in this spring.
Calaway Apartment Complex on Meridian Road: Sorensen reported there was an approved
conditional use permit for an apartment complex on Meridian Road just south of the Conoco about 4
years ago. They are coining back in for the 100 unit complex which would require another
conditional use permit since the original one expired. One of the twists to this project is they are
trying to market to people who work at the hospital campus and they would like to provide a
pedestrian path to and across the highway. They could probably get it to work on their property, but
there could be some problems once they get to the highway, including slopes and pedestrian safety.
Sorensen asked James Freyholtz of MDT to take a look at the property to see if the path would be
possible. Castles suggested the developer contact a traffic engineer.
OTHER REPORTS: There was discussion regarding the challenges the city faces to plow
Church & Silverbrook Drives in the northern -most portion of the Kalispell.
