SUBJECT: FY2019 Downtown Business Improvement District Appropriations
MEETING DATE: August 20, 2018
BACKGROUND: The Business Improvement District budget request is for $147,183.
The BID levy of 37.5 mills and the square footage assessment of $ .015 are the same tax and
assessment rates as the previous year. The BID is a component unit of the City of Kalispell and
City Council approval of the appropriations is required.
RECOMMENDATION: It is recommended the City Council approve Resolution 5894
adopting the appropriations for the Downtown Business Improvement District.

RESOLUTION NO. 5894
A RESOLUTION MAKING THE ANNUAL TAX LEVY FOR THE BUSINESS IMPROVEMENT
DISTRICT (BID) OF KALISPELL, MONTANA, FOR THE FISCAL YEAR 2018-2019 AND
LEVYING AN ASSESSMENT FOR THE BID FOR FISCAL 2018-2019.
WHEREAS, the assessment cost of the Business District for the fiscal year 2018-2019 is estimated to
be $41,385, and the levy revenue will generate $73,499 for a total of $114,884.
WHEREAS, at a public hearing held on the 2nd day of July, 2018, the City Council did consider all
objections made to said estimates and to the basis of levy and assessments for payment
for said costs (included as part of the City of Kalispell budget).
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL AS FOLLOWS:
SECTION 1. That there is hereby levied upon each and every dollar of the taxable
valuation of the Business Improvement District of Kalispell, Montana,
for the fiscal year 2018-2019, the following levy:

SECTION 2. That there is hereby levied upon each and every dollar of the taxable valuation
within the Business Improvement District of the City of Kalispell, Montana, for
the fiscal year 2018-2019, the following assessment:

SECTION 3. That the annual appropriation for the Business Improvement District of the City
of Kalispell, Montana are hereby fixed as follows:
BUSINESS IMPROVEMENT DISTRICT $147,183
SECTION 4. The Business Improvement District Board of Directors is hereby authorized to
transfer any part of an unencumbered balance of an appropriation to a purpose or
object for which the appropriation for the current year is insufficient or to
transfer betweens items appropriated within the fund.
