SUBJECT: FY2019 Budget - Special Maintenance District #1 (Streets)
MEETING DATE: August 20, 2018
BACKGROUND: The Special Maintenance District #1 Assessment resolution is
approved annually to provide a levy to fund the costs of the City's Street Maintenance. For
fiscal year 2019, staff is recommending no rate changes.
RECOMMENDATION: It is recommended the City Council approve Resolution 5891
adopting the assessment for Special Maintenance District #1.
FISCAL EFFECTS: Anticipated revenue to be generated by the assessment is
$2,600,000.

RESOLUTION NO. 5891
A RESOLUTION LEVYING AN ASSESSMENT FOR THE COST OF SPECIAL
MAINTENANCE FOR THE PURPOSE OF MAINTAINING THE STREETS AND
AVENUES OF THE CITY OF KALISPELL FOR THE FISCAL YEAR 2018-2019.
WHEREAS, the assessment cost of the Special Maintenance District #1 for the fiscal year 2018-
2019 is estimated to be $2,600,000.00, and
WHEREAS, at a public hearing held on the 2nd day of July, 2018, the City Council did consider
all objections made to said estimate and to the basis of the levy and assessment for
payment for said cost.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL, MONTANA:
SECTION 1. That the cost of expenses of maintaining the streets, avenues, alleys
and public roads and the costs of traffic sign and signal maintenance shall be assessed
against each lot or parcel with the Special Maintenance District No. 1 as set out in
Ordinance 1475. The rates for 2018-2019 are as follows:
Category 1. (Residential) $0.017776/sq.ft. Vacant land up to 2 acres
Vacant land over 2 acres $1,549 maximum
Category 2. $0.017776/sq.ft. Residential land up to '/2 acre
Residential land over'/2 acre $387 maximum
Category 3. $0.026226/sq.ft. Commercial (non residential) up to 90% covered
Category 4. $0.027637/sq.ft. Commercial 100% covered
Public and private parklands, as defined by Kalispell City Code 23-2-13, and cemeteries shall be
exempt from the assessment.

CITY OF KALISPELL, THIS 20TH DAY OF AUGUST, 2018.
