12-01-99 Airport MinutesCity of Kalispell Minutes from December 1, 1999 Meeting The meeting began at 3:45 p.m. Present were: Mike Baker, P. J. Sorenson, and Kathy Kuhlin (staff), Gib Bissell, Fred Leistiko, Mike Manion, Jinn Robischon, Art Thompson, and Tom weaver. Gib and Mike Baker discussed the tall crane at Rosauer's and Mike explained that a NOTAM has been posted .and the crane operator has been asked to end his work at dark. Rick Brady found enough paint for us to paint the runway, and Crib has a parking lot sprayer that he will loan the City to get the stripping done at the airport. Fred spoke with Lowell Johnson at the Seattle FAA office last Friday. Fred took a copy of the Master Plan to Lowell, who stated that we need to get the generic airport figures and the existing airport figures closer together. Fred told him the generic airport was just a guess - that the actual figures were not based on existing land. Generic figure needs to be site specific. Johnson said Morrison-Maierle needed to have looked at an exact piece of land. Land acquisition costs seem really high. Lowell Johnson said we can just aquire corners of lots and air easements with 5 ° realignment. 3.5 million versus $6.45 million. we would need approximately $2.5 million for land. $753,000 for towers, T-hangars - cut to $5 million. Can justify doing the project if the generic figure is only within a $ l million difference. Gary Cates met with Fred on Friday morning. Get creative with land acquisition. Use air easements. Do site plan and sit down and go through it. Negotiate the pieces we need. Fred asked for the basic footprint and land of the airport from Morrison-Maierle. what was given was not accurate. Fred will call Tire arthmeyer to bring a better site plan to the Friday FAA meeting in Helena. Baker has the correct neap to show the proper site plan. The board wants to hire Rick weaver from Skillings-Connelly for land acquisitions, but would have to do an RFP. Fred will contact him regarding his introductory proposal. On December 9th a FAA general meeting -wi.11 be held in Helena. Gib said both meetings are open. Fred - information meeting as requested from FAA - IBIS Environmental Assessment. Regarding towers - FAA is waiting on Morrison-. Maierle with more information. The towers are out of the RPZ but still not out of Part 77. Resolution #4522 repealing Resolution #4313 and other related Resolutions will be on the Council Agenda for Monday. The Airport Authority would be set up in a department under the direction of the City Manager. Discussion was held. our Advisory Board could be resurrected under the City Manger with perhaps different team limits. A consensus of trust in Chris to make this work was voiced, and the board unanimously supported the resolution. one question - will this repeal the Protection Resolution.? 'twat about building restrictions and permits? Check on how much has been paid to Morrison-Maierle.
