Minutes from Date May 11, 2001 Meeting
The meeting began at 3:00 p.m.. Present were: Mike Baker, Craig K.erzman, P. J. Sorenson, and
Kathy Kuhlin (staff), Gib Bissell, Mike Manion, Scott Richardson, Keith Robinson, Art Thompson,
and Tom Weaver. Also present was Mike Strand, pilot.
Mike Strand, who purchased Eagle Aviation's Lease (originally owned by Davar Gardner), had
submitted a request to extend the lease, currently expiring in 2006, to 2020 and to negotiate a new
lease. Discussion was held and the board referred to the rates previously suggested by our board and
approved by the Council. It was agreed that Mike Strand could keep his same rate until 2006, or
move up to the rates in the Pee Schedule. Mike decided that he will keep his old rate until 2006.
Regarding the Elton Noyes lease, the history was discussed and it was decided that Kathy will send
a registered letter to Elton and Winston Major who now owns the lease,. giving them 30 days to
resolve this issue. (On Friday, Winston Major carve into City Hall and brought his lease payments,
commercial user fees, and user fees current. Kathy went to the Clerk & Recorder's office to locate
any assignments that may have been filed on any of our leases, but no assignments had been filed).
The Montana Pilots' Association is having a barbeque at the airport on Thursday, May 17`h at
Diamond Aire. Bring your own meat and drinks. The program begins at 7:30 p.m. The board hopes
that many people from the City will attend.
Discussion was held concerning the Countywide two mill airport levy. It was suggested by the
Montana Aeronautics Board that perhaps a portion could be directed to the City Airport. Gib and
Art talked with Monte Eliason regarding this. Monte stated that all of the two mill levy is currently
being utilized for paying off the debt incurred by the new terminal building.
Managing the Airport: Write letter to the council with copy to Chris saying we need a manager for
the airport. Refer to Al Thelen's letter dated 515199. Be sure to mention the $7,000 to Council.
Art moved and Tom seconded.

John Talmage is the new owner of Diamond Aire and will meet with Mike Baker next week
regarding the Diamond Aire operation. Chuck Murray is the current manager there. It was
suggested that Diamond Aire display a directional sign at their business.
South end fencing will be put in soon (waiting on funding.)
Jay Bilmayer has requested additional hangar space. Discussion was held. Mike said that when the
Environmental Assessment is done and we know for sure where the airport is headed, other hangars
will be allowed to be built. Peccia estimates the Site Selection will be completed in approximately
four months, with the rest of the E.A. in the next eight months.
Mike will prepare a report of costs to run the airport. He thinks the amount collected last year for
gas tax was $3,200.
After general discussion, Mike requested that Kathy send a work order to Dick Brady to have the
runway swept and flushed because of small gravel on the taxiway. Also, another work order to Dick
regarding picking up the VASI lights at Diamond Aire and taking them to Pacific Hide and Fur for
salvage with the salvage check payable to Kalispell City Airport and mailed to the Parks
Department.
The meeting was adjourned at 4:00 p.m.
The next regular meeting will be Wednesday, June 13, 2001 at 3:00 p.m.
